UNICEF Thailand is seeking a qualified institution/organization to conduct Training, Guidance and Capacity Building for Renewable Energy for Social Sectors:

Background

The results of a recent global assessment of UNICEF solar-powered water systems programming undertaken by UNICEF and on the basis of discussions with Country Offices have found that critical capacity gaps exist particularly in terms of the design (correct dimensioning) and siting of solar systems, in addition to the knowledge of local markets and procurement of equipment and materials, and of operation and maintenance requirements. Hence, it is vital that effective guidance is provided to UNICEF EAP region Country Offices, in the form of training and toolkits, as well as on programmatic recommendations to effectively site, design, procure and contract the installation and supervision of solar powered systems.

To respond to this need, in March 2023, UNICEF’s East Asia and Pacific Regional Office (EAPRO) launched the EAPRO Solar Hub. The first phase of the EAP Solar Hub included capacity-building training to elevate the level of knowledge and awareness about the benefits of solar; how to overcome unique challenges for implementing solar in the EAP region; and sustainable design, operation and management of solar systems. Before the training the EAP Solar Hub conducted a Market Assessment as part of its Learning and Awareness phase to learn about the unique challenges of solar in the region. The Market Assessment also focused on understanding the needs of country offices and partners in identifying any bottlenecks or barriers to adopting and implementing solar power.

Some trainings have been conducted in the region, but the bulk of the trainings have been focused on solar powered water systems. Critical capacity gaps exist for health sector, education sector and youth skills. Hence, UNICEF has determined that the Phase II Solar Hub will have 4 streams of work: 1) Solar for water systems; 2) Solar for education systems; 3) Solar for health systems; and 4) Youth engagement, skill development and entrepreneurship.

Objectives, Purpose & Expected results

The objectives of the assignment are to develop and deliver comprehensive training modules on solar-powered health and education facilities, focusing on the nuances and needs of energy transitions in the health sector; as well as design and offer specialized trainings on solar energy skill development tailored for children and young people, equipping them with essential knowledge and practical insights.

There will be three workstreams in this assignment: solar in health systems; solar in education systems; and solar skills for young people. Across each of these 3 areas, expected results include, for each workstream:

  • High quality and customized training and guidance materials
  • High quality training for UNICEF Country Offices and within Country Offices.
  • Robust technical support and responses to technical requests from UNICEF country and regional office

Location and Duration

  • Location: The assignment will initially be carried out remotely through virtual consultations and liaising with some country offices to deliver the training materials. After the delivery of training materials and greenlight from UNICEF EAPRO, the contractor will be expected to deliver in-person trainings from January 2024 through a period of 10 months.
  • Contract duration: The assignment begins after counter signature of contract – planned for December 2023 – and will have a duration of approx. 12 months.
