UNICEF Philippine Country Office is inviting you to submit a proposal for LRPS-2023-9186726: Development of Evidence-based Social and Behaviour Change (SBC) Strategy, Materials, Tools, and Interventions for the Philippine Multisectoral Nutrition Project (PMNP), and Provision of Technical Assistance to 235 Municipalities in Luzon, Visayas and Mindanao.

Summarized Terms of Reference:

The purpose is to create evidence-based SBC Strategy and support with its implementation and monitoring, incorporating relevant interventions for the PMNP. The primary goal of the SBC strategy and interventions is to enable improvements in behavior and practices known to reduce stunting, uptake, and utilization of nutrition-specific and nutrition-sensitive services. The SBC strategy and interventions will focus on multiple areas, including implementing multisectoral nutrition initiatives at primary healthcare, community, and household levels. Additionally, the SBC strategy and interventions will aim to address LGUs' behaviors and practices related to planning, budgeting, resource allocation, and the delivery of multisectoral nutrition interventions at the municipality and barangay levels.

Objectives:

The specific objectives are to:

  1. Conduct formative research with the goal of understanding the social and cultural norms, as well as the behavioral factors contributing to stunting. This research will also focus on identifying key influencers on people's behavior and the most effective strategies, approaches, and interventions to facilitate behavior change.
  2. Perform a media audit to explore communication channels and platforms that are both relevant and accessible to the target audience at multiple settings including household, health facility, community among others. This will aid in pinpointing the most preferred media channels, interpersonal networks, and community-based outlets through which messages can effectively reach the intended audience.
  3. Develop an SBC strategy along with materials, implementation tools, and monitoring and feedback system grounded in evidence, and utilizing the insights gathered from the formative research. This includes support to LGUs on the development of contextualised local SBC plans and materials that are aligned with the comprehensive local development plan.
  4. Strengthen the capacity of the 235 PMNP municipalities in evidence-based planning, designing, developing, implementing, and monitoring context-specific SBC interventions for nutrition, considering the influence of social determinants of health, particularly in relation to socio-cultural factors, climate change, environmental conditions, and literacy.

Thematic Scope:

The institution is expected to develop and support the implementation and monitoring of a comprehensive evidence-based SBC strategy and interventions for the PMNP. The SBC strategy and interventions are expected to contribute to the attainment of the overall project development objectives. The SBC strategies and interventions and shall cover the three project components including: 1) Enhanced Delivery of Nutrition and Primary Health Services, 2) Community-Based Nutrition Service Delivery and Multisectoral Nutrition Convergence, and 3) Institutional Strengthening, Monitoring, Evaluation, and Communications.

Geographical Scope:

The interventions will focus on the 235 municipalities across the regions of Luzon, Visayas and Mindanao where PMNP will be implemented.

Chronological Scope (Timeline):

Interventions will be implemented over a 24-month period from December 2023 to December 2025.
