Terms of Reference (TOR) for National Contactor – Translation and Promotion of Micro-credential Skills Training Accreditation Documents

(Service Contract)

Duration of contract:         1 month (the assignment will tentatively commence on 16 August 2023 and end on 15 September 2023)

 

I. Background

The Skills for Prosperity in South-East Asia Programme (SfP-SEA) aims to contribute to increasing national capacity to achieve sustained and inclusive growth through the enhancement of skills development and technical and vocational education and training (TVET) systems in Malaysia, Indonesia, and the Philippines.

To achieve this objective, the programme works with government agencies, employers’ organisations, trade unions, TVET and skills institutions and other partners in Malaysia, Indonesia, and the Philippines to facilitate review and reform of the countries’ skills development and TVET system strategies and policies. In the region, the SfP-SEA provides opportunities for mutual learning among the three countries and the other ASEAN nations, and beyond—not only showcasing the results of the pilots and lessons learned from the programme but also facilitating the sharing of best practices in the region and other parts of the world.

In Malaysia, the Skills for Prosperity programme in Malaysia (SfP-Malaysia) focuses on increasing skills development and TVET systems’ readiness to meet the skills needs of the future of work and those of vulnerable groups, through enhancing three areas of the TVET system and delivery:[1]

  • Equity:  Inclusiveness in skills development and TVET systems
  • Quality: Future-ready & coordinated skills development and TVET systems
  • Relevance: Demand-driven skills and TVET/skills recognition

Under the Quality pillar, the SfP-Malaysia has been assisting its national partners to enhance future-readiness of the TVET and skills system to meet future skills needs and promote lifelong learning. The programme has been promoting flexible and modular-based, or micro-credential, training to meet the dynamic and changing industry needs at national and sub-national levels, in partnerships with the government, industry, and TVET institutions. 

II. Objective

In order to further promote micro-credential training programmes in partnership with the Ministry of Human Resources (MOHR) and other social partners, the SfP Malaysia seeks a national contractor with experience in translating various accreditation documents for training and developing visual teaching materials. The objectives of this assignment are to:

  1. Increase awareness of micro-credential training opportunities among TVET providers, including industry, through dissemination of micro-credential training accreditation documents through making the documents available in dual languages and with visual teaching materials.
  2. Showcase Malaysia’s micro-credential training systems in the Southeast Asia and beyond.

III. Scope of Work

Under the supervision of Chief Technical Advisor and with guidance from Senior Programme Officers, and specialists of the ILO, the main responsibility of the contractor is to translate and format the micro-credential training accreditation guideline and references developed by the Department of Skills Development (DSD) under MOHR from Malay to English.

IV. Output

The contractor is required to produce the following outputs:

Output 1 – The work plan and the implementation structure developed.

  1. Draft the work plan for all tasks, which includes timeline and the persons in charge of each activity.
  2. Refine the implementation structure, including the responsibilities of team members, and the internal quality assurance mechanisms for written outputs.
  3. Submit the work plan and the implementation structure to the ILO.

Output 2 – Micro-credential training accreditation guideline and references translated to English and formatted.

Output 2.1 List of micro-credential accreditation documents developed and submitted.

  1. List up micro-credential accreditation documents in consultation with the ILO and the DSD (see Annex A for the preliminary draft list).
  2. Submit the draft list to the ILO and the DSD and obtain their comments.
  3. Finalise the list in consultation with the ILO and the DSD.
  4. Update the work plan and submit it to the ILO.

Output 2.2 Listed guidelines and references translated to English and formatted.

  1. Translate and format the documents identified in Output 2.1 from Malay to English, in reference to ILO House Style Manual[2] and DSD’s style guide.
  2. Submit the translated documents to the ILO and the DSD for their review.

Output 3 – Translated micro-credential training accreditation documents refined with comments from DSD and the ILO.

Output 3.1 Comment on the translated documents obtained from the DSD and the ILO

  1. Obtain comments from the ILO and the DSD and clarify their comments via e-mail, on-line/in-person meetings, telephone, and other means.
  2. Draft the table of comments and responses and submit to the ILO and the DSD.

Output 3.2 Translated documents revised and submitted.

  1. Revise translated documents by incorporating comments from the ILO and the DSD and submit these documents for their review.
  2. Finalise translated documents and submit to the ILO.

V. Indicative Timeline

The estimated number of workdays for this assignment is 21 days spreading over 1 month from 16 August 2023 to 15 September 2023.

VI. Required Qualifications

The assignment should be carried out by a contractor who should have team members with the following qualifications:

Education: Advanced university degree in English, TVET and skills development, or other relevant fields. 

Experience:

  • A minimum three years of experience in Malay-English translation of technical documents desirably in the field of  skills development and TVET.
  • Experience in:
    • Working with
  • TVET/skills training institutions
  • Employers’ organisations, industry preferably in the construction, food-processing, and industrial printing sectors, and workers’ organizations.
  • Government agencies responsible for TVET/skills training.
  • International organisations.

Knowledge/Skills:

  • Excellent translation skills from Malay to English
  • Excellent writing skills in English.
  • Strong interpersonal and communication skills to engage with the ILO constituents and stakeholders.

Languages: Excellent command of English and Malay.

VII. Submission of Proposals

Interested companies must submit the following documents/ information to demonstrate their qualifications.

  • Technical proposal, including : (i) draft workplan; and (ii) internal quality assurance mechanism (5 pages maximum).
  • List of team members with brief explanation of experience relevant to this assignment, their roles, and Curriculum Vitae.
  • One sample of translated documents related to this assignment, such as a report or paper.
  • Estimated budget (financial proposal), including translation fee and other expenses  for completing the work.

The deadline of submission is 7 August 2023 by 5:00 pm MYT. The short-listed candidates will be contacted for an interview.

VIII. Contract Duration

The contract commenced on 16 August 2023 and will end on 15 September 2023.

IX. Indicative Payment Terms

Indicative payment terms will be as follows: 

  • 1st payment (10%): Upon the delivery and acceptance of Output 1.
  • 2nd payment (60%): Upon the delivery and acceptance of Outputs 2.
  • 3rd payment (30%): Upon the delivery and acceptance of Outputs 3.
