Officer for Health Sector Aid Coordination and Partnership
The Health Sector Aid Coordination Committee Officer will be required to support the Deputy Secretary, National Health Planning and Corporate Services (NHP&CS), in the provision of Secretariat services to the HSACC. The Officer will work closely with all stakeholders in collaboration with the Team Leader on Universal Health Coverage, Life course, and Healthier Populations in the WHO Country Office.
BACKGROUND
The National Department of Health (NDoH) partners in Papua New Guinea are working on the development of a high-level Health Sector Coordination Committee. The role of the mechanism is to support the improvement in health outcomes across the sector by better coordinating GoPNG investments with those investments provided by external and donor partner agencies. The Health Sector Aid Coordination Committee (HSACC) will provide the primary forum for dialogue and coordination of donor investments in the health sector to support the implementation of the National Health Plan 2021-2030 (NHP) in PNG. The office will additionally provide support to the NDoH for the Interagency Committee of Immunization and the Country Coordinating Mechanism for Global Fund as and where required.
REQUIREMENTS/WORK TO BE PERFORMED
- Support HSACC meetings and functioning – Including minute taking and other administrative processes
- Support the Interagency Coordinating Committee for Immunization.
- Support NDOH in preparing for Country Coordinating Mechanism Meetings.
- Support the coordination of health sector investments.
- Work in close collaboration with the committees organizing all administrative tasks relating to coordination
- Support the quarterly meetings conducted to ensure coordination, harmonization, and formulation of joint responses on issues in the health sector raised by various Technical Working Groups (TWGs)
- Strengthen liaison with other development partner groups to ensure interaction at least every six months.
- Facilitate information sharing among HSACC members
- Maintain the calendar of meetings, and updated HSCC mailing, and contacts lists.
- Receive, organize, file, and maintain electronic and hard copy databases of health sector materials received from Development Partners, NDOH, and others.
- Promote accountability and transparency to NDOH by conducting quarterly mapping of partners’ interests, projects, presence, funding, etc... and analyze data and produce relevant reports.
- Facilitate increased aid efficiency and effectiveness by identifying any potential duplications, and synergies.
- Monitor implementation of health sector coordination
CHARACTERISTICS OF CONTRACTOR
EDUCATION
Essential: Bachelor’s degree in any of the following: Public Policy Management, Economics, Political Science, Business, Health Management, or similar.
Desirable: Diploma in Public Policy, Planning, or Governance; or additional public service training institute or similar certificates.
EXPERIENCE
Essential: At least five years of related experience at the national level in health sector coordination and related activities.
TECHNICAL SKILLS & KNOWLEDGE
- Strong interpersonal, communication, and organizational skills, with proven ability to facilitate and strengthen the involvement and collaboration of a broad range of internal and external partners.
- Excellent communication, analytical, and writing skills.
- Integrity, tact, and discretion.
- Ability to work and achieve goals under pressure.
- Excellent knowledge of Microsoft Office applications, namely PowerPoint and Excel.

Fluent in written and spoken English
REMUNERATION
Initial Contract Duration: 12 Months
Start: 14 August 2023 and End: 13 August 2024
