Casualty tracking and triaging system

Requesting information for a stand-alone, near real-time tracking system for casualty management that can be used in various civilian and peacekeeping (uniformed) settings around the world. The Casualty Tracking System should be able to securely provide data on the number of casualties and their identities, age groups, triage categories, points of injuries, location, and time of injuries at a minimum. The system should be a stand-alone casualty tracking system accessible by, at least, mobile phones and computers without the use of other proprietary electronic devices. Given the remote location of peacekeeping missions around the world, the system should not require high internet bandwidth and possess offline backup capabilities.
