eLibrary Platform and Support Services on a Freemium Model

Beginning in January 2021, ICAO made certain regulatory publications available to the public by introducing ICAO eLibrary. ICAO eLibrary is based on a freemium business model. It is envisioned that this model provides basic read-only access to publications that include features such as discovery, citation, sharing and tools that allow for the embedding of publications in other websites. Additional premium services such as downloading, printing, or copying will be available for paid subscribers only upon the purchase of subscription bundles. To continue the support of the freemium model for eLibrary, ICAO requires a robust web-based platform to offer free and paid access to ICAO publications. The platform must be available in 6 official languages: English, Arabic, Chinese, French, Russian, and Spanish
