Description

United Nations Educational, Scientific and Cultural Organization (UNESCO) hereby invites not-for-profit registered members of the South Sudan Coalition on Youth Peace and Security (SSCoYPS) operating at least since 2019 to submit proposals for “Youth Leading Peace: Establishing participatory and inclusive mechanisms for implementation of the Youth Peace and Security Agenda in South Sudan” over 16 months. Terms of reference including Evaluation grid, and documents attached, provide  details.

Specific objectives:

Output 1: Young women and young men mobilized and empowered to effectively engage in national and local peacebuilding processes.

  1. 1. Identify from the youth-led organizations data base at the Ministry of Youth and Sports 70 youth-led organizations already involved in peace building initiatives 1.2. identify additional 800 young women, young men and leaders across the 10 states and 3 administrative areas and organize consultations…

Output 2: A National Strategy on Youth Peace and Security inclusive of state-level dynamics and an accompanying strategy are developed.

2.1. Facilitate development of a Costed Youth Peace and Security Strategy considering gender lens …2.2. Supporting a consultant (to be hired by UNESCO) to carry out consultations with relevant stakeholders …2.3. Mobilizing stakeholders in consultation with UNESCO and UNFPA to participate in validation of the Financing Strategy.2.4. Facilitate payment of incentives ($ 130 per person per month) of two volunteers 2.5. Support dissemination of the YPS Strategy to national and state actors, civil society, and development partners. 

Output 3: State-level peace fora and pilot Implementation Strategies at the state level are developed to institutionalize youth participation in peace building processes in four selected states and one administrative area.

3.1. Facilitate convening of joint Peace Fora (bringing together peace structures at the state level) to discuss strategies to operationalize inclusive youth participation in the peace architecture.3.2. Organize training for state-level authorities on gender-transformative and human rights-based approaches 3.3. Mobilize young men and young women to participate in the development of a monitoring strategy leading to establishment of a joint monitoring mechanism…3.4. Carry out mapping of youth structures, political commitment, and extent of the youth mobilisation in the states and administrative areas to facilitate selection of the states and administrative area in which the implementation of the National Youth Peace and Security Strategy will be piloted. 3.5. Support the work of consultants tasked to develop the YPS implementation strategies at the state level. 3.6. Support UNESCO and UNFPA M&E officers in the conduct of baseline assessment to collect data to measure various performance indicators outlined in the project results framework. 3.7.
