APW for situation analysis of public health research in the Western Pacific Region
The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out the following work: a situation analysis of public health research in the Western Pacific Region.
BACKGROUND
Public health research is a core activity frequently conducted by WHO and the Regional Office for the Western Pacific to inform policy decision-making, develop effective public health interventions, and improve health outcome. As key public health challenges continue to evolve, it is crucial to ensure limited resources, including funding, time, and expertise, are allocated to areas with the greatest potential impact on improving population health outcome.
The Innovation and Research unit (INR) under DSI group is in the process of developing a new research agenda to support technical functions within WHO and Member States across the Region in conducting research activities and keep the organization at the forefront of science and technology, incorporate breakthrough innovations, and apply the best tools and evidence to emerging priorities.
REQUIREMENTS/WORK TO BE PERFORMED
Objective 1: Understand the state of public health research in Member States of the Region.
Output 1.1: Inception Report with detailed project plan that includes methods, data sources, analysis techniques, and limitations in a transparent manner
Output 1.2: A situation analysis report of public health research in at least half of the Member States using qualitative and quantitive methodologies
Objective 2: Consult with identified stakeholders to validate findings from the situation report
Output 2.1: A mapping sheet of national, regional and global stakeholders that can be consulted for a validation of the situation analysis.
Output 2.2: Agenda-setting and convening of a consultation meeting with identified stakeholders (this may include travel arrangements to Manila)
Output 2.3: Consultation meeting report
Objective 3: Identify priority actions and opportunities to address the situation and overcome country deficits in public health research
Output 3.1: A summary report on potential opportuniries for investment in building capacity in public health research at Regional, subregional, and country level
Output 3.2: Final report that consolidates key information from all outputs
Output 3.3: Graphic design/editing services for the final report.
CHARACTERISTICS OF CONTRACTOR
Mandatory:
- Proven experience in the field of research and evaluation studies in global health.
- Previous work with WHO, other international organizations and/or major institutions in the field of setting the research agenda for regional academic initiatives;
Desirable:
Experience in helping Member States in the Western Pacific Region in establishing national research strategies.
