Description

PURPOSE OF THE RFP

  • Facilitate and acquire required permits for construction of the pilot medical waste zone project using the waste zone design (to be provided).
  • Construction will include building two designated 40-70m2 emergency medical waste area at two pilot health facilities in Central and Gulf Province in Papua New Guinea (PNG).
  • This will include development of standard operating procedures and training of health workers and 

In consultation with the respective Provincial Health Authority (PHA), National Department of Health (NDoH) and WHO, the contractor will deliver basic maintenance training and health facility and standards staff induction. Also, developing standard operating procedures for waste area use and environmental cleaning

 

BACKGROUND

Sound management of healthcare waste is essential to achieving environmentally sustainable health care facility (HCFs). Pillar 5 Environmental Sustainability of Papua New Guinea (PNG) Vision 2050 promoting healthy people healthy environment. Assuring HCFs are safely managing and disposing waste reduces harm on people, animal, and planet.

In 2020, the National Department of Health and National Control Centre with support from World Health Organization conducted an assessment on supply chain management, waste generation and disposal in PNG. Significant increase in infectious medical waste were reported from all 22 hospitals during COVID-19 pandemic response. It was observed that medical waste is segregated at HCF, however, infectious, and medical waste are not treated. In addition, waste treatment facility at HCFs need overall rehabilitation and improvement.

Existing activities currently undertaken were site assessment, awareness raising on the concept, and pre-feasibility assessment. To build back better from COVID-19 pandemic and rehabilitate healthcare facilities. This activity plus others stated and implemented by the country office WHE programme are aimed at building resilient and responsive health facilities.

 

REQUIREMENTS/WORK TO BE PERFORMED

WHO requires the successful bidder, the Contractor, to:

  • Apply for required permits for construction of the pilot medical waste zone project using the waste zone design (to be provided) at two health facilities in Central and Gulf Province in PNG.
  • Construction and building of the two designated 40-70m2 emergency medical waste area for one health facility each in Gulf and Central Province, PNG. Other requirements included
    • Supply and installation of Waste Zone Perimeter Fencing 2mtrs in height, chain-link,
    • Construction Sharp-pit dimension: 2mx2mx2m (WxLxD)
    • Construction of 2 sets of Organic Pit dimension: 1.5mx1.5mx2
    • Construction of 2 sets of Ash Pit dimension: 2mx2mx2m
    • Construction of Washing area 1 set dimension: 2mx1mx2m (surface)
    • Installation of deMonfort Incinerator including Slab
    • Supply and Installation of Operator Hut and Metal Roof Truss

  3. Certification on the following:
    • That the company is not blacklisted by any government or private agencies
    • Proof that the company is in good standing (bank certification, accreditation, etc..

The contractor is expected to facilitate and acquire all required permit and complete construction of the pilot medical waste zone project using the specific waste zone designed provided by the WHO. Construction will include building two designated 40-70 spm emergency medical waste area at Kupiano Health Centre Abau District, Central Province and Malalaua Health Centre in Kerema District, Gulf Province, Papua New Guinea. In addition, the contractor is responsible for required electrical services.
