BACKGROUND

The Republic Act 11223 or the Universal Health Care Act (UHC) aims to ensure that all Filipinos have equitable access to quality and affordable health care, good, and services, as well as protection against financial risk. In order to fulfill this mandate, The Department of Health, as the national technical authority on health, seeks to implement an integrated approach for the provision of health care services across all life stages. As the primary office in charge of setting clinical standards, the Disease Prevention and Control Bureau (DPCB) developed the Omnibus Health Guidelines for all life stages (Child, Adolescent and Reproductive Age, Adult, Elderly), which synthesize and integrate existing policies and establish standards across the entire spectrum of clinical care, including promotive, preventive, curative, rehabilitative and palliative health services.

The Standards of Care enumerated in the Omnibus Health Guidelines are expected to be adopted by various target users such as, but not limited to primary care providers (PCPs), local government units (LGUs), and managers of various settings (e.g. workplaces, schools). Cognizant of the need to create tools that will facilitate the uptake and implementation of the Omnibus Health Guidelines, Guideline Implementation Tools for the various target users shall be developed. GITs are categorized as 1. Patient Support Tools, Clinician Support Tools, Implementation Support Tool and Evaluation Support Tool. These implementation tools shall consist of algorithms, checklist, tables, illustrations and other relevant materials. The standardized process for the development of GITs is currently being established. This standardized process shall be used as the fundamental guide for the development of guideline implementation tools for all life stages.

The development of the guideline implementation tools for the Omnibus Health Guidelines must be subject to a series of consultations with key stakeholders such as medical societies, patient group representatives, key offices from the DOH, and international development partners. Given the gravity of this undertaking, it must be written and supervised by a team of health systems experts with wide experience in crafting such tools for primary care.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

The World Health Organization (WHO) Philippines is looking for an individual or institutional partner through an Agreement on the Performance of Work (APW) contract for the development of guideline implementation tools aims to translate the Omnibus Health Guidelines into implementation tools that are simple, easily read, and available for quick access, to be used as references by clients, primary care providers and other stakeholders. Specifically, it aims to

  • • Develop implementation tools based on the Omnibus Health Guidelines for Adult (20-59 yrs) and Elderly (60 years onwards) life stages according to the standardized process for guideline implementation tool development
  • • Ensure that the developed implementation tools, such as but not limited to algorithms, illustrations, tables, checklist and action plans, are acceptable and can be utilized by the target users such as patients for self and household care, and primary care providers, for service delivery.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

Output 1: Inception report

  • Deliverable 1.1: Formulate an Inception report providing the institution’s approach to the project and Strategic Work plan (Including Gantt Chart) with detailed resources to guide the project through executions and control

Output 2: Inventory/catalogue of AOs, memorandums and clinical practice guidelines

  • Deliverable 2.1: Based on the enumerated statements in the Omnibus Guidelines for Health, scope relevant memorandums, administrative orders, clinical practice guidelines and other relevant documents
  • Deliverable 2.2: Coordinate with Evidence Generation and Management Division (EGMD) for quality review of CPGs and other reference materials to be considered

Output 3: Final Implementation Tools for Adult and Elderly life stages

  • Deliverable 3.1: Develop the identified implementation tools for Child and Adult life stages according to the standardized process developed by UNICEF

Output 4: Approved Dissemination Plan for CHDs, MHOs, CHOs and patient groups

  • Deliverable 4.1: Develop a plan for the dissemination of the guideline implementation tools for all life stages

 

QUALIFICATIONS & EXPERIENCE

The contractual partner must fulfil the following qualifications:

Education and Certifications

  • Essential: The team leader must be a Doctor of Medicine and members must have at least a Master’s degree in any of the following fields: public health, public management or related degree.

Work Experience

  • • At least ten (10) years of relevant work experience in developing policies and guidelines on health systems, health service delivery, primary care services
  • • Practical experience in clinical facilities or related institutions in the provisions of primary care
  • • Ability to work in consultative and coordinated manner with demonstrated skills for building consensus between a wide group of experts supported by reports and documents
  • • Previous work with international organizations in the Philippines/Asia Pacific Region

Technical skills and knowledge

  • With good technical writing and facilitation skills, efficient organizational and management skills.

Language

  • The team or any team member must be fluent in English and Tagalog, both oral and written.

Competencies

  • • Communicating in a credible, effective and culturally competent way.
  • • Moving forward in a changing environment.
  • • Fostering integration and teamwork.
  • • Producing results.

 

ADDITIONAL INFORMATION

Contract time. The work to be done under this contract is for the Development of the Guideline Implementation Tools for the Omnibus Health Guideline for the Adult and Elderly Life Stages as set out in the Terms of Reference. The contract will be completed in not more than seven (7) months from the commencement of the Work, or otherwise as agreed in writing among the Owner and the Contractor. The work shall be done in strict compliance with the Contract, Specifications, Schedules, and all other Contract documents and all Instructions. Failure to do so shall be at the Contractor’s risk and account. Submission of Bid by the Contractor shall constitute acknowledgement by the Contractor that it is aware of and concurs with all of the requirements or conditions incorporated in the Call for Proposal and the other documents.

As time is an essential element for this Contract, for failure to complete all the work stipulated within the Terms of Reference, the Owner shall charge the Contractor liquidated damages. This shall be in the sum of 0.5% of the total contract amount per day (Saturdays, Sundays and holidays are included) but not to exceed 10% (ten percent) of the total contract amount.  These liquidated damages shall be for the added cost incurred by the Owner for such delay and for the inconvenience caused to the users of the Work.  It is understood that this is not a penalty but a fixed sum representing the liquidated damages for each calendar day of the delay.  Delay shall be counted from the agreed completion date, considering further time extensions approved by the Owner, to the date of completion of work.

Management of conflict of interest. Any interest by entity (individual/organization/company), expert or member of the project team that may affect or reasonably be perceived to (1) affect the expert’s objectivity and independence in providing advice to WHO related to the conduct of a project, and/or (2) create an unfair competitive advantage for the expert or persons or institutions with whom the expert has financial or interests (such as adult children or siblings, close professional colleagues, administrative unit or department).

WHO’s conflict of interest rules are designed to identify and avoid potentially compromising situations from arising thereby protecting the credibility of the Organization and of its normative work. If not identified and appropriately managed such situations could undermine or discount the value of expert’s contribution, and as consequence, the work in which the expert is involved. Robust management of conflicts of interest not only protects the integrity of WHO and its technical/normative standard setting processes but also protects the concerned expert and the public interest in general.

Confidentiality. The results, products and reports of this APW are to be treated as confidential and must not be handed over to third parties. The DOH and WHO have the exclusive ownership of the reports and reserve the right to further disseminate relevant information.

The contractor (both the institution and any individuals engaged on this work) shall have no direct or indirect involvement or interest, in any form, in manufacturers or sellers of breastmilk substitutes and milk formula, in arms dealing, drugs, alcohol industry, tobacco industry or human trafficking.  The contractor and personnel involved in this work shall have no conflicts of interest in relation to the work being undertaken.
