Technical Assistant for the Development of the One Health Agenda in the Philippines including its strategies and coordinating mechanism
The World Health Organization (WHO) is seeking offers for an institution or individual partner to provide Technical Assistance for the development of the One Health Agenda in the Philippines including its strategies and coordinating mechanism under Agreement Performance of Work (APW)
BACKGROUND
The International Health Regulations (IHR) 2005, 3rd edition was amended in consideration of the growth of international disease threats and other public health risks.The IHR 2005 entered into force in 2007 after its adoption by the Fifty-eight World Health Assembly on 23 May 2005.The purpose and scope of the IHR 2005 are to prevent, protect against, control and provide a public health response to the international spread of disease in ways that are commensurate with and restricted to public health risks, and which avoid unnecessary interference with international traffic and trade.WHO Member States were obligated to develop minimum core public health capacities and notify WHO of events that may constitute a public health emergency of international concern.
Infectious diseases are among the most significant health and security challenges that the global community face. Most emerging infectious diseases in humans are zoonotic (60%) and around 70% of those are originating in wildlife. We had experienced SARS, MERS CoV, Ebola and Monkeypox, zoonotic Influenza, Henipah, pandemic Influenza, Zika. The threat of these diseases are significantly increasing in frequency and severity over time.At present, the COVID -19 pandemic which is probably of animal origin has been affecting globally for more than
2 years and still a public health emergency of international concern (PHEIC).
Emerging and re-emerging zoonotic diseases affecting humans and even domestic animals and wildlife threaten global health security, food safety and security which ultimately burdens the country economy, both government and private. Also contributing to emerging and re-emerging diseases are the changes in our environment like climate change, water, air and soil pollution and contamination. The ill-effects to the environment affects not only humans but all living things, contributing not only infectious diseases but as well as non-communicable and
chronic diseases, chemical and other environmental hazards.
The tripartite organization on WHO, Food Agriculture Organization (FAO) and World Organization for Animal Health (WOAH, founded as OIE) have been working together for decades to address risks at the human-animal environment interface and call for a One Health collaboration. In 2021, the Tripartite called on the UNEP to join, reaffirming the importance of the environmental dimension of the One Health collaboration.
In the Philippines, the One Health collaboration has been addressed with the creation of the Philippine Inter-Agency Committee on Zoonoses though a Malacañang Administrative Order No. 10 dates 11 April 2011.In order to improve and strengthen the collaboration on One Health, a participative development of one agenda and its strategic plan and coordinating mechanism at different levels of implementation.
REQUIREMENTS/WORK TO BE PERFORMED
Output 1: Review all existing resources but not limited from the DOH, Department of Agriculture (DA), Department of Environment and Natural Resources (DENR) and Philippine Inter-Agency Committee on Zoonoses (PhilCZ)
Output 2: Development of a 5 years One Health Agenda and its strategic plan for the first 3 years.
Output 3: Outline of the Coordination and collaboration network within the 3 major agencies, the DOH, DA and DENR and the network outside
CHARACTERISTICS OF CONTRACTOR
The successful bidder is expected to demonstrate experience and list relevant projects as follows:
Mandatory experience:
- • At least 10 years of experience related to the work required for individual
- • At least 5 years of work existence in the related field. And SEC registered if institution.
Desirable experience:
- • Knowledge on International Health Regulations (IHR) 2005, One Health and broad knowledge on
public health - • Able to work with both government and non-government partners in an environment with
high technical discussions and can facilitate a big and small group of people of different disciplines
