UNICEF Philippine Country Office is inviting you to submit a proposal for LRPS-2023-9181183: Assessment of School-based Immunization in Selected Public Schools in the Philippines.

Summarized Terms of Reference:

1. To assess the  effectiveness and efficiency of school-based immunization along key thematic areas of routine immunization, namely: a.) leadership/governance, planning, coordination and financing; b.) staff capacity, including their knowledge and practice during immunization sessions; c.) service delivery processes; d.) vaccine storage, transport and immunization safety; e.) demand for services, family viewpoints and reasons for deferrals and refusals; f.) recording and reporting; g.) management of adverse events following immunization (AEFI); and h.) monitoring and evaluation

2. To identify challenges, bottlenecks and other factors influencing the SBI implementation,

3. To identify best practices and lessons learned that can be replicated and applied in other areas with similar contexts, and

4. To recommend and advocate for national and local actions to improve existing DOH and DepEd policies and guidelines on school-based immunization, to strengthen the roles and functions of DOH, DepEd and relevant stakeholders and to potentially enhance the Philippines’ current overall capacity to implement SBI vis-à-vis the WHO School Immunization Readiness Assessment Tool.

Proposals submitted through UNICEF’s inTend will be considered as valid. Submissions outside the portal will not be honoured.

By clicking on the blue ‘Express Interest’ button in the UNGM tender notice, the full UNICEF e-submission system instructions to bidders document (including instructions on how to access the tender documents and submit an Offer) will be automatically emailed to the ‘contact persons’ included in your UNGM registration. Alternatively, the full UNICEF e-submission system instructions to bidders document is publicly available on the UNICEF supply internet pages here: https://www.unicef.org/supply/index_procurement_policies.html . In the tender management site, if you navigate to the documents tab and opt in to confirm your intention to submit a Bid – you will then see the mandatory placeholders for documents that must be attached prior to submitting your Offer (you will also see if there are any mandatory questionnaires to complete). As such, you are recommended to `opt in` well before the submission deadline so you are clear exactly what documents are required to be uploaded prior to completing your submission.
