The World Health Organization (WHO) is seeking offers for individual or institutional partner to provide technical assistance to develop, document and support the implementation of a research and evaluation activities for Urban Governance for Health and Wellbeing Initiative in the city of Pasig in the Philippines 

BACKGROUND 

The Urban Governance for Health and Wellbeing initiative seeks to support actions at local level to promote good urban governance for health and wellbeing and community engagement especially in rapidly urbanizing and high-density cities. The main goal is to improve the health status and wellbeing of the population in urban settings through participatory and multisectoral urban governance. The expected outcomes are: 1) institutional and policy frameworks for good urban governance for health and wellbeing are developed for local, national, regional and global levels; 2) enhanced capabilities and generating evidence for urban health governance at local and national governments; and 3) local leaders and communities have jointly addressed health and wellbeing needs and priorities through participative processes and social innovation.

The urban lead programme is a platform for leaders in cities to share innovations, apply principles of quality improvement to current initiatives, use a COVID19 lens for analysis of problems and underscore the important role of governance in achieving better health outcomes.

 

WORK TO BE PERFORMED

Under the direct supervision of the Health Systems Strengthening Technical Team Leader In close consultation with the Department of Health – Health Promotion Bureau, lead global academic institution, the commissioned institution will adapt and implement a research and evaluation protocol on urban governance for health and wellbeing in Pasig city.

In alignment with initiative’s Theory of Change, this will involve:

  1. Conducting a review of existing local/national evidence and resources dealing with urban governance for health and wellbeing, health promotion, equity and social determinants community participation models
  2. Facilitate the exchange of tools, instruments and information with the lead global academic institution
  3. Adapting and implementing the research and M&E tools and instruments based on local context
  4. Conducting data collection and analysis, including reporting of results, lessons learned and case examples of good urban governance for health and wellbeing
  5. Participating in the urbanlead Training of Trainers (TOT) and sharing the facilitation of the urbanlead modules.
  6. Facilitate collaboration and capacity building efforts among stakeholders
  7. Produce a final report on the operational research in the selected city

 

CHARACTERISTICS OF PROVIDER 

The successful bidder is expected to demonstrate experience and list relevant projects as follows:

Mandatory experience:

  • • At least five (5) years of demonstrated work experience in the field of public health, health promotion, urban governance, research and project management

Desirable experience:

  • Relevant experience in program planning, operations, and implementation; familiar with the health system and community system of the country.
  • • Relevant experience with collaborating with government agencies at the local, regional, and/or national levels
