Description
In this Request for Information (RFI), the United Nations Secretariat’s Air Transport Service seeks to identify potential companies or organizations that possess the expertise in Aviation-related Training.
Air Transport Service (ATS) is located within the Office of Supply Chain Management as part of the UN Secretariat's Department of Operational Support in New York. ATS provides policy, governance, oversight and contract management to the world-wide fleet of United Nations commercial and military aircraft, as well as Unmanned Aircraft Systems. Air Transport Service is seeking to receive information on the market availability of the following or similar trainings:
a) Aviation Safety Oversight Inspector (Airworthiness/Operations), LIVE-online training only
The UN would like to receive information on the following aspects of the training:
(1) Minimum course contents
The basic content of the desired course is elementary understanding of the following (each with examples, focusing on international operators, AOC holders from multiple regions of the world operating in the different UN missions where there are multiple interactions between jurisdictions: country of manufacture, country of operation, country of registration, etc.):
• ICAO SARPs and guidance materials
• ICAO Contracting States responsibilities
• USOAP/EASA/FAA regulations and oversight obligations
• Surveillance obligations and resolution of safety concerns
• The role and responsibilities of a safety oversight inspector
• ICAO Annex 8 (Airworthiness of Aircraft) Standards and related documents, including mandatory airworthiness requirements and reporting
• ICAO Annex 6 (International Operation - Aircraft/helicopters) and related documents
• Design organizations, production organizations, and designees: Approval and surveillance
• Approved Aircraft Modifications (UN requests for specialized equipment, ACAS, GNSS, TAWS, NVG)
• Type Certificate Data Sheet(s)
• Certification of Aircraft, modifications, equipment, and systems
• Airworthiness Certificates: Issuance and renewal
• Continued airworthiness and deferred maintenance
• Operator maintenance systems: air operator certification issuance and monitoring
• Maintenance Control Manual and Maintenance Programme for air operators
• Minimum equipment list, configuration deviation list, and dispatch authorization for air operators
• Airworthiness directives and service bulletins
• Noise certificate and radio license
• Aging aircraft maintenance
• Release of aircraft to service
• Aircraft registration: issuance and renewal
• Article 83bis agreement
• Document evaluation, including certificates of airworthiness, maintenance organization approval certificates, maintenance control manuals, maintenance programs, MELs, and continuous maintenance programs
• Air Transport Operator Certification (AOC) - Ops. Specs and certification procedures
• Special Operations; All-weather operations; Extended range twin operations, Minimum navigation performance specification, Reduced vertical separation minima; Required navigation performance; Ultra-long range
• Aircraft leasing, State of operation/registration, and Article 83bis
• State responsibilities regarding commercial air transport operations by foreign operators
• The right of states to inspect aircraft from other states
• State approval for a foreign operator to operate within its territory
• Operator audits by established commercial audit organizations
• Approval process and continued surveillance.
Course objectives:
By the end of the course, students will have:
a) Basic understanding of:
1) The legal and regulatory framework in which airworthiness and operations are regulated
2) Air Operators and AMO certification processes.
3) State Responsibilities regarding air transport operations within its territory by foreign operators, and own operators in foreign territories; and
b) The ability to review and assess various certificates and documents for compliance with policies and regulations, including:
Ability to review certificates from multiple different countries (airworthiness certificates, AOC & Ops Spec, registration certificates, insurance certificates), and analyze lease agreements, policies, documents, manuals, programs or materials for compliance with their national policies or regulations and international standards and practices.
(2) How training materials, books, supporting manuals are distributed

(4) Flexibility in customizing the course to UN audience: the training aims to refresh the knowledge of experienced pilots and engineers (more than 20 years of experience) on military and commercial airworthiness, continued surveillance; operations regulations, USOAP, certification processes, manuals, and state responsibilities, State of operation/registration, and Article 83bis. There is no need for exam and providing inspector certification at the end of the course.
The majority of attendees are UN inspectors and auditors, former pilots and engineers, with a few civilians and mostly retired military personnel. One of the attendees is an air traffic controller and another is a UAS pilot. They regularly assess the Air Operator Certificates (AOC), Operations Specifications, Certificates of Airworthiness (CoA), Certificates of Insurance (CoI), Certificates of Registration (CoR), type certificates, STAs, Maintenance program, performance review during vendor registration processes or bidding evaluations. The UN obtains aviation services from both military forces and commercial vendors representing 52 different countries.
The attendees are all involved in the evaluation of airworthiness and operations. However, they are not required to hold inspector certifications as they will not be responsible for issuing Air Operator Certificates (AOC) or inspecting approved maintenance organizations (AMO) or similar activities. Instead, their role is to review vendor’s compliance with International Civil Aviation Organization (ICAO) standards, NAA and contractual specific requirements) .
