1Objective The objective of the MINUSCA training directive is to ensure that all training programmes enhance the knowledge, skills, and behavioral modifications of MINUSCA peacekeepers (National and international civilians, UN Volunteers, and uniformed personnel) through the formulation and implementation of training programmes in support of mission mandate. Training programme and content This training programme will cover targeted staff development areas, with priority given to the following: • Provision of necessary knowledge and skills to personnel in the substantive sections and components, such as Political Affairs, Civil Affairs, Protection clusters, Justice & Corrections, Security Sector Reform, police and military whose core functions impact directly on the mission mandate achievements. Sustainable programmes to develop the individual and collective capacity of National Staff to enable them to perform their current and future roles/functions more effectively, in line with their development plans Training Duration The training course is expected to be delivered from 1 December 2022 – 30 June 2023 Methodology Blended (distance learning, manual self-study, practice exercises, written assignments, virtual or face to face) Training venue/ modality Online or selected locations depending on resources and travel restrictions Training Material It is expected that the service provider would provide to all participants; training material, including reference material (manual), designed to guide participants during normal work activities. Service Provider The service provider must be a recognized and accredited training institute delivering certified training programme. It must have sound trainers with long standing experience in the design and delivery of such training programmes and must also have some experience in delivering training to international organizations, preferably UN Agencies and Missions. Evaluation Criteria Bidders should provide all required information by clearly and concisely responding to all points set out in the Statement of Requirements. Any bid which does not fully and comprehensively address the requirements may be rejected. Any contract resulting from this Statement of Requirement will include the UN General Conditions of Contract. The proposals will be evaluated based on the following: Technical Evaluation Criteria • Providers must be a recognized, accredited training institute (copy to submit: copy of of registration as training institute, copy of authorization from a legal entity, any certificate or award) • Providers must be able to deliver online training with appropriate IT platform (provide link of the platform); and training support team (certificate of completion or any other document to confirm online training delivery • The Company must provide a list of training subject covering areas such as Finance & Accounting; Analytical Skills, Human Resource Management, Information Technology Management, Purchasing and Supply Chain Management, Aministration Support, Project Management, and Diplomacy. • The company must have a minimum of three (3) years experience in delivering training • The company must have a minimum of three (3) years’ internationaly proven experience in delivering trainings on various topics The Company’s key personnel must have a minimum of Master Degree in their respective fields; a minimum of five (5) years experience in training delivery.
