New clarification added: QUESTIONS:1. The deadline to submit Deliverable 1 is 30 September. The deadline to submit a proposal is 15 September, only two weeks before that. On which date do you expect to confirm the appointment of the selected consultant? Is there any flexibility on the deadline given that we expect to complete certain procedures to confirm the appointment of the selected consultant? In our experience, a minimum of three weeks from official appointment / kick-off would be required in order to submit Deliverable 1.2. Deliverable 2 is an update of the Deliverable 1 following feedback from stakeholders and falls two weeks after the deadline for Deliverable 1. In our experience, receiving feedback from stakeholders can take some time and it is not usually possible to receive comments from stakeholders and to update the initial report in this timeframe. Would you consider an extension of the timeframe on this basis?ANSWER:The deadline for the deliverables were set and requested by the Electricity and Renewable Energy Authority of the Ministry of Industry and Trade. It is expected that the deadlines will be negotiated with the Authority and might be adjusted based on the time schedule of the government.Regarding the appointment of consultant and relevant procedures, please above.QUESTIONS:3. The scope of work for this assignment includes a "review of power purchase agreements, procurement and risk-sharing modalities of projects which will take into account the national roadmap for electricity market development". Can we understand that the content of PPA and risk matrix applicable to power projects will need to be reviewed in order to design the content of the future decree and its outline? Please clarify if the "national roadmap for electricity market development" refers to the PDP8 or all kinds of master plans and strategies. Please advise if the Regulation Review Report will include recommendations as to the content of the new decree on procurement or if a suggested draft of the decree itself.4. Are we expected to draft a proposal of the MOIT to the Prime Minister on the draft decree? Are we expected to prepare key contents of the draft decree?ANSWER:The primary expectation of the project is to support the EREA to review current legal framework, recommend improvements and elements which should be included in a new legal guideline (Decree or circular, etc.) for power generation project development/procurement.The national roadmap for electricity market development is described in the Electricity Law 2004, updated in 2012 and relevant decrees and regulations.QUESTION:5. The scope of work for this assignment includes "participate and present study results in the consultation workshops". May we check whether (i) the selected consultant is only expected to attend the workshops and deliver presentations or (ii) other than (i), also expected to handle all administrative and logistical arrangements to organize the workshops, including inviting experts and participants, rent hotels and incur all costs for such arrangements?ANSWER:The consultant is expected to:i. prepare presentations of the review report,ii. handle administrative and logistical arrangements to organize the workshops, andiii. attend the workshops and present their study results.Best Regards

New clarification added: 1. Question:All three experts are required to be nationals. Are we allowed to also include international experts?Answer:National experts are preferred. International expert can be included but interpretation must be arranged by the consortium to ensure that there is no language barriers between the team and the local partners.2. Question:How long do you expect evaluation and contracting to take? The due date for the technical and financial proposals is end-of-day September 15, but the first report is due September 30. If evaluation and contracting takes 1 week, that leaves little time to prepare the work.Answer:We plan to finish the evaluation and award process between the 19 - 21 SepBest Regards

New clarification added: QUESTIONS:1. In section 4, Qualification and Experience of the Service Provider, you require a national Energy Analyst Expert. This individual’s responsibilities include preparing an impact assessment that covers socio-economic, sectoral, and environmental aspects. This work is not included in the scope of work in section 2 point 5. Please clarify if the scope in section 5 is incomplete, or if the expert’s requirements are incorrect.2. In the same section, you also require an Energy Economist that will be required to assess the economic and financial feasibility of renewable energy development and its impact on the power system. It is not clear what this means exactly as the scope is not included in section 5. As with the previous question, please clarify the mismatch in expectations. If the writeup in the expert’s role requirements are accurate, clarify the parameters around “its impact on the power system.”3. For the same expert, point 3 requires development of a financial and economic model. This is not covered in the scope in section 5, and it is difficult to determine what the purpose of the models would be. What would be the purpose of the financial model? And what are the parameters and requirements around the economic model?ANSWER:It is to confirm that the scope of section 5 is complete and the experts’ requirements are correct.In order to develop/assess a power generation project and a PPA negotiation, a set of legal, financial and economic expertises should be mobilized to develop/review the project in different aspects. The legal expert shall review the legal terms, the financial expert will run the financial model to identify the price/tariff range for negotiation and the applicable risk-sharing models based on technical inputs provided by the energy analyst expert.In this specific project, the Energy Analyst Expert and the Energy Economist/Financial Analyst are expected to support the legal specialist to review current regulations applicable for electricity generation investment, assess socio-economic, sectoral and environmental aspects of power generation projects development. Based on various experience of the consultants in power generation project development and PPA negotiation, the consultant team can identify the impediments in the current legal framework and recommend the improvements. The Consultant’s summary of relevant policies application (new policies, impacts assessment, impediments) is expected to help EREA have a vision of how an applicable, appropriate and effective legal framework should be and which elements should be included. A combined viewpoint and experience of the consultant team will produce the best results for this task.Best Regards
