The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite prospective bidders to submit a bid in accordance with the UNOPS General Conditions of Contract and the Schedule of Requirements as set out in this Invitation to Bid (ITB).

Regarding the product Server & A1 Scanner of Lot 2, please help us clarify: - What should be the scanning speed of the A1 scanner?- Please clarify if there are any specific requirements for the PC that will be connected to the scanner. - It is expressed that the server needs a UPS, but there isn’t any specification regarding it. Should the UPS for the server have the same capacity as the UPS of the scanner?Answer 1:-Scanning speed for A1 format is acceptable for less equal than 30 seconds.-The pc is part of the scanning process and each manufacturer has its own solution depending on the software it uses. There is no any specification regarding the HW parameters of the pc/workstation that will operate the scanner but it should have a licensed operating system and a licensed scanning software for the specific scanner offered by the company-UPS specifications are integrated as part of the server specifications and it has the following parameters:USB Port - Yes Backup software - Yes Rack Mount UPS - Yes UPS Autonomy - 5 min UPS Management console - Yes The UPS power will be suitable for the offered server/storage Question No.2.Regarding the product Book Sanitizer & Dust Cleaner of LOT 5, please help us clarify: Should the offer also include the aspirator connected to the equipment or the beneficiary already has it?Answer 2The offer should include the aspirator connected to the equipment. The beneficiary has no such equipment. Question No.3.Regarding the product Book Deacidification Machine of LOT 6, please help us clarify: -Should a deacidifying solution be provided for the machine? Please advise.Answer 4As per Qualification Criteria of this tender process:If a Bidder does not manufacture or produce the goods it offers to supply, it shall submit the Manufacturer’s Authorization using the form included in Section III: Returnable Bidding Forms to demonstrate that it has been duly authorized by the manufacturer or producer of the goods to supply these goods in the country of destination.Certificates or any other statement or clear document signed and stamped by legal representatives of manufactures either DAP(Distributor Authorization Form) or MAF (Manufacturer Authorization Form) will be accepted.Question No.5Taking into the consideration that the products you are requiring are very specific a lot of Manufacturers are selling through their distribution channels in Europe and not directly therefore it is more appropriate for them to provide Distribution Authorization form rather than Manufacturer Authorization Form, we would ask you if it were possible to provide Manufacturer OT Distribution Authorization Form, please advise.Answer 5Please refer to Form I: Manufacturer’s authorization form - Under Section III: Returnable Bidding Form.DAF (Distributor Authorization Form) or MAF (Manufacturer Authorization Form) is acceptable to meet the UNOPS requirements. Question No. 6. Regarding the access system, please help us clarify: - It is necessary to have the exact architectural space of the entrances. Photos would help to check on surrounding materials in case it might affect overall system performance.- Is the flooring under process of reconstruction and is it possible to preinstall conduits or installation to be on finished floor level FFL?- How many working stations will process books at the same time? New clarification added: Dears,in Evalution Criteria, Stage: Elegibility and Formal Critera is requested:The Bidder shall attached Country of Origin Certificate of the products in compliance with Albanian Laws.The required products are not produced/manufactured in Albania and as i'ts known, all manufactures outside the Albanian country send the certificate of origin with delivery of the goods (that is after they are purchased). Would it be possible to change this request as below: The bidder should declare in the offer place of origin of the goods and the certificate of origin to be submitted with delivering of the goods ? Dear Bidder,We refer to the recent law that was published by the Albanian government ( Official Gazzetta V.K.M. no 200 and 292 dt 6.4.2022 and 15.5.2022). New clarification added: Dear all, Is it possible for the ITB_Section_II_Schedule of Requirements Document to be added in Word from, so that we can add any needed information?Also, we have read all the necessary documentation for the budget price, but weren't able to find it. Where can we access it or is it not accesible to vendors?
