New clarification added: Dear Maám/Sir,Thank you for expressing interest in the RFI Voice to Text Transcription software solution provider for a twelve (12) month pilot in six (6) Philippine courts for documentation of court proceedings. Please see below responses to clarifications:1. Languages: Transcription for the languages most especially Filipino (Tagalog) will be indispensable for the final solution (post-pilot). However, for now we are more interested in assessing the accuracy of transcription for non-native English and the capacity of the software to accommodate and transition to these other languages, i.e. detect when there is a shift in the language being spoken instead of transcribing Filipino into English words, for example. Kindly note that the hearings will be conducted mostly in (non-native) English. There is no jury system in the Philippines, so a typical hearing with offer of evidence (through oral testimony) will only involve the judge, court staff (branch clerk and interpreter), lawyers (for both parties), and the witness/es. 2. Server deployment:The Supreme Court is amenable to public cloud as long as the appropriate and demonstrable (industry standard) information security measures and controls are put in place.3. Information about the work process at Philippine courts:The procedure for Philippine trials may be found in the Philippine Rules of Court which are available online both in the Supreme Court e-library and other commercial (free) websites.
