Description
1.0 The United Nations Assistance Mission for Iraq “UNAMI” and United Nations Investigative Team to Promote Accountability for the Crimes committed by Da’esh/ISIL” UNITAD” require Internet Bandwidth Services to its offices located in Diwan compound, Baghdad and the UNAMI office in Mosul, Iraq. with the initial contract of 1 year and a possible extension for two more years (one year-at-a-time), availability of funds and satisfactory performance by the prospective contractor(s). 2.0 UNAMI intends to enter non-exclusive Internet Services Contract(s) starting from 1 December 2022 to secure the provision of recurring Internet Services at UN compounds in the Baghdad International Zone (IZ) and its offices in Mosul. The contract(s) will be for an initial term of one year, with optional two extension periods of one year each subject to satisfactory performance by the Contractor(s), extension of UN mandate in Iraq and availability of funds to cover the requirement. 3.0 The Services will be rendered to UNAMI/UNITAD Head Quarters (HQ) in Baghdad IZ and UNAMI offices in Mosul and will be invoiced every month. 4.0 The proposer should quote for capacity for each location as follows: 4.1 A Dedicated 150/150 Mbps Internet Service” as a primary circuit in UNAMI HQ Baghdad IZ 4.2 A Dedicated 150/150 Mbps Internet Service” as a primary circuit in UNITAD HQ Baghdad IZ, 4.3 A Dedicated 20/20 Mbps Internet Service” as the Primary circuit in the UNAMI Office in Mosul 4.4 The Vendor will have to provide a backup/failover connection through a Microwave link which should be separate from the primary contact 4.5 The vendor should provide the Microwave on a rental basis that should be charged one time. 4.6 The vendor should use licensed Microwave Link equipment. It should carry a minimum of 400 Mbps. It should be a renowned model in the IT industry, that gives a stable and reliable connection. 4.7 Vendor will have to provide a minimum of 14 usable Global IP addresses for these circuits, i.e. 2x /28 subnet for Baghdad and /29 for Mosul. 4.8 Vendor will have to provide Routers/Switches for failover and load balance purposes between a primary and backup link that will be on a rental basis, which should be charged one time. The router/switch should have licensed IOS and support routing technology such as EIGRP, OSPF, BGP, VRRP, and HSRP. 4.9The vendor must be able to continuously monitor throughput as per contractually agreed terms in the upcoming contract and 24/7 support. Technical support must be provided remotely once the complaint is lodged. 4.10 Vendor to provide traceroute and ping tests (From Inside Iraq) to the following destinations through all their backbone/upstream providers along with bid submission and agrees to maintain multiple backbone/upstream connections throughout the contract period for uninterrupted service: 8.8.8.8 and 8.8.4.4 ,85.159.202.1. 5.0 •Virtual Site visit: A pre-bid virtual meeting involving all eligible bidders and the UN technical and procurement personnel will take place to provide clarifications and any additional details of the requirement. It is mandatory to attend this meeting to qualify for bidding. 6.0 More requirements will be given during the Bidding exercise. 7.0 Mandatory document: The proposer must provide document registration with Iraqi Telecommunication and Post Company (ITPC) and Iraqi Communication and Media Communication (ICMC). 8.0 The service should be executed by qualified and experienced company, based on Scope of work (SOW), Specifications, Plans, UN General Conditions of Contracts and other related documents which will be provided later on by UNAMI to qualified companies who express their interest and respond to this EOI 9.0 For this purpose, UNAMI will undertake a competitive bidding exercise shortly, accordingly would issue a Request for Proposal (RFP) to those companies who would express their interest and provide initial relevant information as to their ability to fulfill UNAMI’s requirement. 10.0 Please note on the following: • This EOI is not an invitation to submit a bid/proposal. • UNAMI reserves the right in selecting the invitees for the competitive bidding based on substantial and proven records of performance in the subject field of activities and mere expressing an interest would not automatically warrant for RFP document. • UNAMI reserves the right to reject EOIs received after the above deadline. 12.0 Mandatory Evaluation Criteria: - Agrees to provide dedicated Internet bandwidth for UNAMI Baghdad, UNAMI Mosul and UNITAD Baghdad, and the requested number of Usable Global IP mentioned in Para 4 of this document. NO SHARED/CACHED TRAFFIC IS ALLOWED. - The vendor must have the ability to continuously monitor throughput as per contractually agreed terms in the contract and the provision of 24/7 support. Technical support must be provided remotely once the complaint is lodged. The maximum critical Incident response time is one (1) hour and four (4) hours for onsite. Monitoring tools like PRTG, MRTG or any equivalent are required. The vendor must provide remote technical assistance for repair/defect rectification on vendor-supplied hardware. The vendor must provide monitoring station information and credential to be tested before project acceptance. -Agrees to maintain connection availability for maximum throughput guaranteed through SLA of 99.5% or above. - Agrees to provide Internet service without restrictions of websites or protocols such as IPSEC throughout the contract - Vendor to provide traceroute and ping tests (From Inside Iraq) to the following destinations through all their backbone/upstream providers along with bid submission and agrees to maintain multiple backbone/upstream connections throughout the contract period for uninterrupted service: 8.8.8.8 and 8.8.4.4, 85.159.202.1. -The proposer has attended the Mandatory Virtual pre-bid meeting - Submit duly completed and signed forms in attached Appendix A: ETCU 0015_Service Provider Evaluation Form ETCU 0042_Environmental Commitment for Potential Suppliers & Contractor form - Registration and valid license with the Government of Iraq, ITPC, and CMC. (Supporting documents to be provided). Full Details/Technical Specifications of Licensed Microwave equipment and Routers/Switches used for the requested service. Mandatory Criteria – vendor should meet the 100% fulfilment of the mandatory criteria. Failure to meet ANY of the above mandatory requirements automatically disqualifies inclusion in technical evaluation.
