New clarification added: Question 42 : أقترح أن يكون هناك بند خاص لتوريد أنابيب GRP عند إيصالها و توريدها يتم رفع مستحقاتها للمقاول و تدفع له و عملية التركيب و الحفر يتم محاسبة المقاول وفقا لما نفذه لأن مثل هذا النوع من الأنابيب لا يمكن للمورد أن يبيعها في السوق المحلية و ليست مطلوبه الا لمثل هذه المشاريع العملاقة لو قدر الله و تعرقل تنفيذ المشروع لأي من المعوقات مثلا هل ستدفعون للمقاول ثمن ما ورد من الأنابيب ال GRP.I suggest that there be a special clause for the supply of GRP pipes. When they are delivered and supplied, their dues to the contractor are raised and the installation and drilling are paid to him. The contractor is accounted for according to what he has done because such type of pipe cannot be sold by the supplier in the local market and it is not required except for such Giant projects, if God forbids and hinders the implementation of the project for any of the obstacles, for example, will you pay the contractor the price of what was received from the GRP pipes.Answer : Please refer to the RFQ condiations

New clarification added: Question 40 : 1. As per the clarification , MC-1 is not in scope of present tender . But the BOQ has an item for MC-01 . Should the Bidder keep it blank ? Answer: Please complete all required data and submit the completed form. 2. Clarification reply no 36.1 states that to no the scope of work for lining / modification of existing manholes could be obtained from BOQ Bill-01 / item 1.2 . But this BOQ Item is for demolition and given in one line as " Intersecting bypasses " . Bidder fails to understand how it could provide the detailed modification scope of the existing manhole. No technical specification is available for this scope . Answer: Please refer to document of 02-Technical Specifications-Amendment_08-Jul-2022 which will be published soon.3. Reply to clarification 36.3 is still not clear . The clarification and drawing notes are contradictory to each other . We need clear confirmation as to which one will prevail . If the drawing notes prevails then the Bidder needs to construct both rectangular and circular manhole depending on entry and exit pipe angle. These manholes have different concrete quantities and therefore will have different unit rates . However , the only BOQ item for manhole asks for unit rate of only circular manhole . Please clarify clearly how the bidder will price the rectangular manholes ? Answer: : Please refer to the Annex 01 .2 Bill of Quantity_Amendment_08-Jul-2022 which will be published soon.4. The clarification reply and the BOQ iem asks for Cast in Situ manholes . However , the technical specification given is only for Precast manholes . Replying to 3.3 and Drawing SMSTL -DD-8001 shows that 16 mm dia transverse re-bar should be extended to the existing concrete layer by 1 meter . But , this is not possible without exposing the reinforcement of 1 meter of existing concrete layer on both sides of the trench , and then to lap the new 16mm dia transverse re-bar with old reinforcement . New clarification added: Question 37 :It must be extend deadline of tender at least two weeks , because of the work required to submitted is huge , & to let's be able submit accurate offerAnswer: Please accept our apology , as we can not since the tender is posted since 08-Jun-22. Question 38 : The subject is requesting an extension for the tender deadline. We thank you for your understanding and extended the deadline of submission the tender offers until July 21, but we unfortunately would like to inform you that this extension period is not fully utilized because it took place with the a formal holiday of Eid Al-Adha which all company's staff or related suppliers in-board is on leave , even the out-board communication with suppliers is suspended while the holiday. However, we are kindly seeking your kind help in considering more extension period for not less than two weeks which we really need to let us be more accurate in our offer. Answer: Please accept our apology , as we can not since the tender is posted from 08-Jun-22 , and the deadline is on 21-Jul-22. Also we have put all of this in our consideration.

New clarification added: Question 36:1. Bill -2 / item 4.1 states that the Bidder needs to Renew and maintain the lining of 23 numbers of existing manholes. However no detailed scope of work was mentioned. Can the Bidder assume that these are the same manholes which are referred in drawing no. SMSTL-DD-5002/page 1of2? However, this drawing is not mentioning any lining but stating that the Bidder needs to do the lateral connection and modify the benching. Also, the number of existing manholes in this drawing are more than 40. Therefore, please clarify the actual scope of work in Bill -1 / Item 4.1. Answer: In addition to what you mentioned Please refer to the RFQ BoQ Bill -1/ item 1.2 2. Drawing number SMSTL-DD-2005 / Sheet 4 of 13 states that the existing Foul sewer chamber shall be demolished by Contractor. However, no detail of this chamber is given to estimate work involved. Could you kindly provide the detail of this chamber?Answer: Please note that the work in this chamber ( Historical bridge ) is not under this RFQ. 3. Drawing number SMSTL-DD-8002 (in the Note no. 3 and 8) states that rectangular manholes shall be constructed when the angle between the incoming and outgoing pipe is less than 170 ° and circular manhole shall be constructed when this angle is between 170° - 180°. This is probably to prevent the tangential entry of manholes in circular manhole which makes the joint construction difficult and weak. However, your Clarification reply number -3 states that Contractor should refer to circular manhole only. Please clarify whether provision of note -3 and 8 of drawing SMSTL-DD-2005 apply or, notwithstanding this provision, all manholes are to be Circular? Answer: The clarification regarding the manhole type does not delete or replace the exception case for Notes no. 3 and 8 on SMSTL-DD-8002. 4. Are there any asphalt layer on top of Stoning in the existing Pavement surface?Answer: We confirm that the reinstatement will result in no change in the current situation.5. Drawing number SMSTL-DD-8001 shows an RCC concrete layer (layer mark 7) . The drawing shows this section as a general or typical. Therefore, please confirm that this layer of RCC is to be constructed along the entire 1200 mm dia pipeline route.Answer: Please note that in the existing situation the RCC concrete layer exists, the contractor shall demolish and reinstatement in accordance with the existing situation and Drawing number SMSTL-DD-8001 6. The same drawing above (SMSTL-DD-8001) provides the trench profile with vertical side. This is not possible practically as the trenches are up to 5 meter deep and minimum slope is to be provided for safety. This would mean that the quantities of backfilling for different layers would increase from what is indicated I am drawing. Please confirm if this additional quantity will be paid as change order or the bidder should keep this consideration in their pricing. Answer: Please note that the work shall include all types of excavation and backfilling as shown in the RFQ BoQ . The most important is the contractor shall also ensure all types of support/ shoring within the item price. 7. The total Length of 1200 mm pipes given in the Pipe schedule (SMSTL-DD-5000) is not matching with the Bill of quantities . Please clarify if the Bidder will be paid as lumpsum or as per the actual measurement of Pipe length?Answer: Please note that the contract of this RFQ is mussuring unit price 8. The Drawings for the Main Chamber-1 and Main chamber -2 shows GRE lining to be carried out on the internal surfaces of the chambers. However, this is not mentioned for manhole drawing. Please confirm that GRE lining is not required for manholesAnswer: Please refer to the RFQ technical specification and BoQ

New clarification added: Question 35 : 35.1. Technical notes and inquiries : The pipeline (Dia.1200mm) cannot be connected between Existing Manhole 2 and Main Chamber 2 because of the existed and connected pipeline (Dia.1200mm) between Existing Manhole 1 and Existing Manhole 2 in the same connection face side (same hole), also because the hole does not accommodate or fit the two pipelines of this diameter in the same time..We draw down all above matter in a drawing sheet for more understanding with the solution but we couldn't upload her with the written inquiry because there is no choose or botton for attachments. The solution in the our drawing sheet is to change the location and shape of the Manhole which can contains the old and new pipelines.kindly, we are seeking your advice on that matter since it is very important and difficult to implement as came in your drawing but we really have a solution for that issue which mentioned above and which is in our created recommended drawing sheet that we couldn't upload here. (We really hope if you can clarify us how to upload our recommended drawing sheet which definitely will show you the solution accurately).Answer: Please note that this tender is according Fidic Red Book no designs are required from the bidder, However, the RFQ is unit measuring price.35.2. To accommodate the two pipelines A & B to be implemented, the location of the assembly manhole Main Chamber 2 must be modified or changed as shown in the new drawing and changed the shape of it from circular to a shape that can accommodate or fit the previously executed pipelines and the pipelines required to be executed.Answer: Please note that this tender is according Fidic Red Book no designs are required from the bidder, However, the RFQ is unit measuring price.35.3. In one of the meetings, one of the questions was answered that there are no conflicts between the old network and what will be implemented. We noticed the following:35.3.A. The G.R.P sewage line heading from Sheba crossroads (the sewage line executed by the Chinese company) is currently obstructing and out-crossing the path line of the pipelines that will be implemented between Manholes A7 and A8. Thus, it is necessary to add a manhole to avoid the any cutting out or out-crossing in the pipelines and connect it to the network.Answer: Please note that this tender is according Fidic Red Book no designs are required from the bidder However, the RFQ is unit measuring price.35.3.B. The old sewage line, which is crossing the AL-Saylah from the West side to the East side, shown in the drawing No. SMSTL-DD-6010 (SHEET10 of 13) is obstructing and barriering the paths of pipelines A and B, and this sewage line is made of Asbestos with a diameter of 900 mm. Thus, it is necessary to add a Manhole and pipes of 900 mm diameter to slove the matter. But in that case no pipes of 900 mm diameter is included in the tables of quantities.Answer: Please note that the current RFQ 1st phase is fixed and identified from CHAMBER-2A MH-46A and from CHAMBER-2B to MH-47B, However, the RFQ is unit measuring price.35.3.C. Pipeline B at the point of “Shu’oub Bridge” is passes in the same path of the old existed sawage line. Thus, the path of Pipeline B must be changed, so that the Pipeline can passes through the bridge’s medial opening or slot.As well, with an explanation if there are any connection works from the Manholes around and under the bridge to put in consideration for connecting them to the network and how they are connected, as well as the rest of the bridges.Answer: Please refer to the RFQ -Drawing - profile. 35.4. At the curves in the AL-Saylah path, the Manholes must be redistributed based on the reality and some Manholes must be added to avoid any interventions or works under the walls of the AL-SaylahAnswer: Please note that the current RFQ 1st phase is fixed and identified from CHAMBER-2A MH-46A and from CHAMBER-2B to MH-47B, However, the RFQ is unit measuring price.35.5. The illustrated sketch attached to the bridges in the documents does not contain details and information explaining the bridge sections, their foundations and their levels. Please provide us with the executive drawings of the bridges and their foundations in the path of site-work to know their depth to ensure that they do not obstruct or block the paths of the line.Answer: Please refer to the RFQ drawing .

New clarification added: Question 33 : Can you provide us with profiles of existing sewer line ?How thickness of all types GRP pipes ?Answer: Please note that the existing Asbestos pipe for the specification please refer to the RFQ design report. And the new line route of new line laying far from the old line route Question 34 : According to profiles attached for new sewer line GRP pipes ( dia 1200mm) the quantity is 4730 m & in BOQ 5148 m , therefore it is necessary to add new manholes to cover the quantity 5,148 .Answer: Please note that the current RFQ 1st phase is fixed and identified from CHAMBER-2A MH-46A and from CHAMBER-2B to MH-47B, However, the RFQ is unit measuring price.

New clarification added: Question 32 :32.1. As per Pre-Bid MOM /Section B2 / Q-. 2 , the Bidder can not have any drawing for underground utility services. Therefore , please confirm that any additional work executed by Bidder for protection / relocation of utility services like electrical cable , water line etc. (which would only be visible after excavation ), would be considered as change order and contractor shall be compensated accordingly . Answer: Please refer to the RFQ condition and specifications. 33.2. As per Pre-bid MOM / Section-B3/ Q-1 &2 : It has been made quite clear that the work will be done during the winter season and in no case any work will be done during the rainy season . It has also been made clear that the weather forecast will be continuously monitored and work will be stopped in case of any forecast of flush flood ( for a week or even month ) . However , the liability of damage incurred during any such heavy rain or flush flood is still not clear . For example , flush flood could occur before completion of the work due to following reason :33.2.a. Untimely rain during the winter working time. Answer: Please refer to the RFQ condition and the Environment and social management plan( ESMP) mitigation measures.33.2.b. If the work is not complete for any reason during a single winter season , the job would have to be stopped and left during the rainy season . It will resume again in the next winter season .In both of the above cases , the flush flood may cause extensive damage to the non -completed work , despite all mitigation measures from Contractor to protect the half done work . If this happens , please confirm that the re-work to be done during resumption of the work will be considered as a FORCE MAJEURE event / EMPLOYERs RISK. Answer: Please note that we plan to finalize the work within one season, we expect from you to do the best to achieve that . 32.3. As explained in tender , the existing Asbestos Pipeline is in very bad condition . If , after excavation for new GRP lines and taking all protective measures to keep the existing asbestos pipe operational , it is found that the existing Asbestos pipes are damaged and sewer water is leaking / flowing out , please confirm that the additional work to arrest that leakage or any other measure to keep the existing asbestos line operational shall be considered as a change order and bidder shall be compensated accordingly . Answer: Please refer to the RFQ condition and BoQ , the ESMP ,in which is clearly the responsibility of each party stated .32.4. Bi-pass lines constructed in 2017:In the note of Bill -1 of BOQ, it is stated that “Demolish & disposal of constructed Old-line-bypasses constructed parallel to SMSTL, these bypasses have been constructed after 2017 to solve problems with old existing lines left and right of Saylah. It is the responsibility of the Contractor to acquire details about these bypasses. Work covers only bypasses lines & Manholes intersecting or obstructing SMSTL works descried in any of this Tender Documents. In addition, works include excavation, single size backfills, c15 concert encasement for the intersection of remaining bypasses and SMSTL, hauling & disposal.None of the documents furnished with the e Tender provides any length of this line likely to be encountered within the laying path of new 1200 DN GRP pipeline. Therefore, it is impossible for any bidder to acquire detail about this bi-passes at this stage. As such Bidder requests to consider this item as unit rate and payable as per actual measurement.Answer: This is to confirm no item as unit rate except those mentioned in the BoQ , and the bidder price shall include any unforeseen works. UNOPS constructed Old-line-bypasses in parallel for around 170 meter. 22.3. New clarification added: Question 21 : 21.1. Start / end point of Pipelines and integration of New Pipeline with existing systemThe Bidder is confused regarding the start/ end point of the new Pipelines and method of integration of new piping system with existing one. Corelating with given documents / drawings the Bidder understands the following:The Work for new 1200 DN pipeline laying, and new manhole construction should be started from Main Chamber -2 and proceed towards upstream side. However, the connections from existing manholes to new 1200 DN pipelines would be blocked during this time. The sewer system consisting of old asbestos pipes and manholes will remain operational. If any existing pipe and or manholes are to be dismantled, Bidder needs to maintain pumping / Bi pass facility. Meanwhile, a connection between the existing manholes (upstream and downstream to the foul sewer chamber) should be made to bi-pass the foul sewer chamber ( RP-4) . Then the chamber should be demolished. Parallelly, Main Chamber -1 should be constructed. The Upstream inlet pipe opening in the chamber should be in blocked condition (future pipeline is planned) The 1200DN new pipelines will be continued till Main Chamber -1. Renovation / lining of old manholes shall be taken up by local isolation / pumping method. Once all the above activities are finished, the blocked connections from existing systems to new manholes (see point -2 above) shall be removed and thus the new system will be commissioned. This new system will carry all effluents of the area between new manhole MH-A-46 / MH-A-47 to the Main chamber -1 The existing sewer system will still collect effluents from the area between Main chamber -2 to Existing manhole MH-A-11 and MH-B-10 (erstwhile Foul sewer chamber area) and then carry the effluent to the new pipe system downstream through the bypass line described in step -c above. Please confirm if Bidder’s understanding above is correct.Answer : Please note that the work will start from Main Chamber -2 and proceed towards the upstream side. Since the route of new line laying far from the old line route , therefore section by section in sequence the connection between the existing manhole and new manhole will be done once the new section is complete.

New clarification added: Question 15: Notes for Main Room (No. 2):The internal height of the main room (No. 2) is 2071 mm, which is shown on drawing board No. SMSTL - DD-7003. This height, from our point of view and experience, is not proportional to the room's size and purpose, and also not proportional to the volume of incoming and outgoing flow. Kindly, need your advice on that.Answer: Please refer to the RFQ technical specifications. Please provide us with sections and drawing of the benching work for the main room (No. 2) in the places of entry and exit of the pipes.Answer: Please refer to the annex 19 part 2 page 57-59In the drawing sheet [No. SMSTL - DD-7005], it shows that the concrete section around the pipes is equal to the height of the entire main room (No. 2) with its entire perimeter. Thus, it looks that the room (No. 2) became an internal concrete room with a thickness of 35 cm and surrounded by another external concrete room with a thickness of 50 cm and with the same height as the entire main room (No. 2). Please confirm that or modify it…Answer : Please note the sheet SMALL - DD-7005 explains 4 different detailed - REINFORCEMENT DETAIL AT CORNER- OPENINGS IN WALLS REINFORCEMENT DETAIL- Section B-B for DD_7005 - Section A-A for DD_7004 Question 16: The paving rows of Al Saylah stones are in fact with a width ranging between 22-25 cm. But unfortunately, on the drawing sheet [SMSTL-DD-8001], you stated the width is 30 cm, and this does not match the implemented reality in the site for the previous work, and the length of the stones, in reality, is not less than 20 cm and some of them exceed 30 cm, in order to achieve interconnection between them as achieved in a long with all path of Al Saylah. Thus, it is preferable to re-characterize the section of stones as Shabami stones “which are used already in the other sections of Al Saylah path” by the width of 22-25 cm, a length of not less than 20 cm, and a thickness of 25 cm which helps to ensure strong interconnection.Answer: Please refer to the RFQ/ Section IV/ Schedule -2/ 2.0 Bullet point 5. Question 17 : Filling the joints for the Al Saylah floor between the paved stones on the drawing sheet [No. SMSTL - DD – 8001] of asphalt, while in fact the implemented in all paved stones works of Sana’a is a pile of cement rubbish (liquid cement). Kindly, confirm and clarify.Answer: We confirm that the reinstatement will result in no change in the current situation. Question 18 : On the drawing sheet [No. SMSTL-DD-8001], the reinforcement steel iron of the concrete slab for the Al Saylah bottom is not shown or given, and what is shown is the connecting iron between the new concrete slab with the old concrete slab in the section table point No. 7. kindly, provide us with the slab reinforcement steel details…Answer: Please note that point No. 7 is connecting iron between the new concrete slab with the old concrete slab while the slab reinforcement is under the reinstatement ( Mesh Ǿ12@20 cm, 2 LAYERS)Question 19 : The drawings did not indicate the location of the main room (No. 1) mentioned in the schedule of quantities, item No. 3, paragraph a. kindly, provide us with the exact location of the main room (No. 1).Answer: Please note that the main chamber No.1 is not part of this phase .

Please confirm that it is not applicable for Foreign Companies. Please note that a substantial cost for the Project is manufacturing and supply of GRP Pipes. This amount needs to be paid to the supplier in advance. New clarification added: Question 3 : Question 3.1: In the bills of quantities, item No. (2) for the Manholes, paragraph No. 9-2, shows that the precast Manholes of a diameter are 1800mm “which means that from the previous sentence the Manholes are circular in shape”. And according to the illustration sheet number SMSTL DD 8002, it shows that the Manholes are E type which are poured on-site and not precast (as came in the BoQ), and there are two types of them, one is rectangular and the other is circular. Kindly, explain whether the Manholes are pre-cast OR poured on-site? And are they circular in shape from type E OR rectangular with illustrating the parts for the Manholes and the reinforcement bars works details in case it is pre-cast because the drawing sheet mentioned above is for Manholes which were poured on-site not the pre-cast?Answer: Please refer to the drawing number SMSTL_DD_8002 manhole type E circular. and the Manholes are CAST IN SITE as shown in the drawing.
