BACKGROUND
The CONNECT initiative is designed to empower citizens and local officials to seek health solutions that are realized together for their community. The initiative aims to collaborate with local officials through the Ministry of Health (MoH) and Ministry of Home Affairs (MoHA) to prepare for, prevent and respond to the potential widespread transmission of COVID-19 and enhance community health beyond COVID-19 to achieve Universal Health Coverage and health-related Sustainable Development Goals. CONNECT was developed for MoH and MoHA to jointly orchestrate a multi-sectoral coordinated approach through strengthening local governance to leverage community resources to collectively respond to health issues particular to that community. CONNECT Module 2 on village participatory planning aims to increase uptake of essential health services, starting with maternal and child service as an entry point, in each village through engaging community. The intended impact needs to be assessed to inform the module for further potential improvement and for geographic and thematic expansion.
The quantitative assessment results will inform the overall process and impact evaluation of CONNECT initiative.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
- To conduct quantitative assessment on the impact of (Community Network eNgagement for Essential healthcare and COVID-19 Reponses through Trust) CONNECT initiative on maternal child health (MCH) service utilization
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
- • A detailed design and assessment methodology developed, agreed among stakeholders and finalized
- • A draft of the design, methodology and timeline of the assessment prepared for a consultation workshop with government and partner stakeholders
- • A finalized design, methodology and timeline incorporating workshop agreements.
- • Assessment process is well informed to the team and monitored
- • Assessment instruments are developed
- • Continuous monitoring of the assessment until the data is collected and cleaned for analysis
- • Analysis and reporting
- • A report and presentation of the assessment results with practical recommendations
METHODS TO CARRY OUT THE ACTIVITY
- • Qualitative data analysis
- • Technical writing
- • Reviewing and helping develop visual media and other communication products
- • Use of evaluation tools

QUALIFICATIONS & EXPERIENCE
EDUCATION
- One of staff in the team has master’s degree in public health
EXPERIENCE
Essential:
- • One of staff in the team has minimum of 7 years of experience in quantitative analysis and operational research
- • One of staff in the team has experience in health sector in Laos
TECHNICAL SKILLS & KNOWLEDGE
- • Designing, conducting and analysing quantitative assessment to produce evidence-based outputs
- • Producing written reports to a high standard
- • Ability to utilize evidence in guiding health interventions
