RFQ-2022-57: 2 Consultants for piloting multiple methods to verify the number of People Living with HIV receiving ART from non-public service providers nationwide in Vietnam

Description :The purpose of this RFQ is to select 2 consultants for piloting multiple methods to verify the number of People Living with HIV receiving ART from non-public service providers nationwide for a maximum of 66 working days in total for 2 persons in the period between 15 June and 31 August 2022.
The 2 consultants will work as a team to:
(1) Explore, investigate, verify and estimate the number of people receiving ARV in the non-public providers and advocate the use of this data officially;
(2) Explore viable modus operandi for non-public service providers to report ARV treatment data to the national program.
Key steps/activities:
1. Develop a protocol for collection and reporting of data, including key indicators.
2. Develop relevant toolkits for quantitative and qualitative data collection
3. Collect the quantitative data
4. Collect field level qualitative data (in Ho Chi Minh City and Can Tho province)
5. Conduct the data analysis
6. Prepare a report with a summary on the methods used, the data collected, and the data triangulation by using all sources of data available from proposed key methods above.
7. Generate the estimated number of people receiving ARV from non-public sector
8. Provide recommendations on how to facilitate the reporting of non-public service providers to national program on ARV treatment data
