UNOPS/ Sanitation and Hygiene Fund (SHF) is looking to hire a qualified and competent service provider for the provision of professional consultancy services related to evidence building for the quantification of the potential and impact of sanitation economy interventions in selected low and lower middle income countries with a focus on the social, environmental and financial returns on investments in climate-resilient sanitation and hygiene and nature-based sanitation and hygiene solutions.

Request you to kindly share the minutes of Pre bid meeting and in light of the same also consider extending the deadline so that we can prepare for the same efficiently.RegardsA1. Please refer to Amendment No. 1Q2. In the RFP section of “Inputs provided by the SHF”, the last point says “The SHF will offer its in-country and global networks to assist the service provider/supplier to access the right people and data for the exercise.” Does this mean that we need to reach out to various people to get the SHF program data (from the 100+ SMEs), or this is just the additional data we may need as identified through research?A2. Any relevant SHF project data will be shared with you. You will not need to actively reach out to our projects, and you do not need to plan or budget for travel or any in-country data collection. You will be in charge of identifying and accessing any relevant secondary (non-SHF) data sources. Q3. Please confirm if SHF will provide a data dump with all data from the 100+ SMEs at the beginning of the project, and that no additional outreach is required to get the data from these SMEs.A3. Please see above. No outreach is required. Any relevant SHF project data will be shared with you. Q4. My company plans to submit a bid for the proposal on Provision of Evidence Building to Quantify the Impact of Sanitation Economy Interventions (Reference number: RFP/2022/41838). What is UNOPS' policy on budgetary overhead? ThanksA4. The financial proposal shall be inclusive of all costs including budgetary overheads provided as a separate row for this component under “Table 2: Cost breakdown per component”, if necessary. Q5. Under the Evaluation Criteria , under section – Eligibility and Formal Criteria, the following is mentioned as a Pass/Fail Criteria: Offeror is eligible as defined in the document Section I: Instructions to Offerors, Article 4 Could you kindly confirm whether we need to submit an undertaking confirming the same or not?If yes, please mention under which Bidding Form do we have to include the undertaking.A5. The offeror must make sure to be eligible as required in the Solicitation Documents submitting the Form B: Proposal Submission Form duly completed and signed. UNOPS will verify the eligibility of the offeror during the evaluation of offers. Q6. Under the Evaluation criteria , under section – Eligibility and Formal Criteria, the following is mentioned as a Pass/Fail Criteria: Offeror accepts UNOPS General Conditions of Contract as specified in Section IV: Contract Forms. Could you kindly confirm whether we need to submit an undertaking confirming the same or not?If yes, please mention under which Bidding Form do we have to include the undertaking.A6. The offeror is accepting UNOPS General Conditions of Contracts and all other tender conditions by submitting the Form B: Proposal Submission Form duly completed and signed.Q7. In the returnable bidding forms - Form F: Performance Statement Form, the last column asks 'Was the performance satisfactory?'.Could you clarify if we have to respond with a Yes or No, or do we have to attach supporting documents to confirm the same?A7. The offeror has to respond Yes or No. Please attach supporting documents in support of the information provided in the Form F. Q8. What is UNOPS' policy on budgetary overhead? My company would like to submit a bid but can only do so once we know if there's a limit on the overhead we can request?A8. Under the Vendor Submission Tab > Document checklist > we are required to submit Audited balance sheets covering the last 3 exercises.Could you please clarify what the term "exercises" mean in this context?A9. “Exercise” refers to the financial/ fiscal year.Q10. The types of data analyses and modelling that can be performed will to a large extent depend on the data points available from the 100+ SMEs. In that context, we’d like to understand:a) Do the SMEs follow a standard format for data collection and reporting as required by UNOPS?b) For how many years is the data available?c) Are the interventions/ innovations by the SMEs only focused on access to better sanitation and hygiene inside the household, or do they also cover interventions in schools and healthcare facilities?d) If the interventions cover schools and healthcare facilities, are the SMEs’ own datasets disaggregated by results related to households vs. schools vs. healthcare facilities?e) The RFP mentions both sanitation and hygiene. What types of hygiene interventions are the SMEs doing? Menstrual hygiene? Hand hygiene? A10a. Yes, they do. The SMEs are reporting to SHF primary recipients, who are reporting to SHF. A10b. These are new projects and there is no data from prior years. First results will become available this year. We will provide further information during the inception phase of the contract and the selected supplier will have some input in what data are collected/made available.A10c. They also cover schools and health care facilities.A10d. Yes, the data will be disaggregated. A10e. Both MHH and hand hygiene.
