Self adhesive windshield RFID eTag/smart labels

The United Nations Office at Vienna (UNOV) is implementing an RFID based access control system project at all entry Gates of the Vienna International Centre (VIC) covering both pedestrians and vehicular traffic. This project requires that all vehicles register by UNOV Garage Administration shall have an RFID based eTag/Smart sticker (hereinafter referred to as “an RFID parking sticker” or “parking sticker”). Therefore, the UNOV invites qualified vendors to submit their Expression of Interest for the provision of parking stickers with the below specifications: - RFID chip: Philips I-Code SLI ISO15693 (13,56 MHz); - An RFID reading distance: Min. of 6 cm reading distance for I-Code SLI ISO15693 (13,56 MHz) thought the vehicle’s windshield glass; - Serial number: Each sticker has to display a unique serial number. The serial numbers shall be in one series and this information has to be provided to UNOV in advance, i.e., before the actual physical delivery; - Dimensions and two shapes: Approximately “square” 50x50 mm and “round” 50 mm in diagonal (max. +/- 5 mm is acceptable), colour: White; sticker shall be easily glue-able on the inner surface of the vehicle’s windshield and therefore, be one side self-adhesive; - Security requirements: Sticker must be self destructive on removal in order to avoid any manipulations or misuse; Sticker shall be produced that way to be visible thought the vehicle’s windshield. In addition, sticker shall be water and damp proof, direct sun light, high and low temperature stable. Please note that this is not an invitation for submission of a bid. This is a request for Expressions of Interest (EOI) in order to identify qualified vendors interested in participating in the solicitation. Interested vendors must provide the completed Vendor Response Form (attached below). UNOV will examine this EOI and reserves the right to select the invitees for competitive bidding. Accordingly, an expression of interest does not automatically warrant an interested vendor's participation in the competitive bidding exercise. UNOV reserves the right to change or cancel any of this requirement at any time during the EOI and/or solicitation process.
