Detailed Engineering Design Services for Rehabilitation of Health Facilities

New amendment added #3: This amendment # 3 is issued to cover the following points; 1 - In regards to the Contract for Consultant Services for Works that will be issued upon awarding and specifically in relation to Schedule 6 of Insurances; ·         Professional Liability Insurance;·         Public Liability Insurance;·         Employer’s Liability Insurance2 -    If the bidder is already being awarded another similar contract with UNOPS and implementing it within the same period of time; the proposed key personnel for this tender should not be the same team as the contract that was already awarded. All other terms and conditions remain unchanged.  

New clarification added: DearsAccording to TOR the designs shall comply with the requirement of WHO Severe Acute Respiratory infections Treatment Centre guidelines which was attached and considered a part of this tender documents that should be stamped , signed and included in our technical offer .Since this standard / code is only related and applied to design of COVID-19 Isolation Units , the question is , does the scope of work for this tender will include any design for COVID-19 Isolation Units within the targeted health facilities ?As we understood , this tender is only for rehabilitation of existing health facilities . Accordingly ,could you please advise so we can propose a proper approach and methodology  .RegardsUNOPS Reply: The bidder does not need to sign and stamp in WHO SARI treatment centre guidelines. It is only for informational purposes. In addition, the scope of work does not include the design of COVID IUs but it is important for designers to understand the WHO requirements regarding the SARI treatment which may be needed in the HFs as well. 

New amendment added #2: This amendment # 2 is issued to extend the tender closure date to be on the 10 of March and the Clarification date to be on the 3 of March noting that UNOPS eSourcing system will be down for the period of 4 - 8 March. Also, we revised the Price Schedule for the first Item to reflect that pricing required is for Health Centres and not Isolation Units.All other terms and conditions remain unchanged. 

New clarification added: Q. With Reference to Form B: Price Schedule Form item (1.1)  Investigation reports to identify a detailed gap analysis between the current capacity and the requirements for proper operation of COVID-19 Isolation Units but our project is Rehabilitation of Health Facilities. Is this form Ok or need an update? Dear Sir, UNOPS Reply: Revised Returnable Schedule will be uploaded into the system. Q. Due to tight time that we have, may you please extend the submission date at least for one week from 28.08.2022 to prepare a comprehensive and competitive proposal! UNOPS Reply: Time extension will be granted for the tender closure till the 10th and the clarifications till 3rd of March noting that the UNOPS system will be down for the period of 4 - 8 March.  

New amendment added #1: This Amendment # 1 is issued for the following reasons; 1- Upload Minutes of the Mandatory Pre-Bid Meeting that took place on the 21st of Feb. 2022. 2- To Amend the Key Personnel requirement in the Criteria Tab3- To Amend the Percentage of required female personnel as part of contract implantation from 5% to be 10% reflected in the Criteria Tab. 4- Amend the Qualification Criteria for the Vendor classification to accept country of operation registration classifications instead of only accepting A Grade classifed compnaies. All other terms and conditions remain unchanged.

The reason is beyond our control thank you for cooperation UNOPS Reply: According to the tender Ctritria and requirement, which can be altered and deviated, if the bidder were not able to attend the Pre-Bid Meeting, will not be qualifed to submit a quotation for this tender.

New clarification added:  In reference to the above procurement reference, we have noticed that in the qualifications and experience section, it was mentioned that the design firm should be classified as grade (A) in building and electro-mechanical services. Please note that  classification for consultants is not available in Sudan. However, we are registrered in the governing professional bodies in Sudan (Organisaing Council for Consultancy Firms in Sudan - OCCF and the Sudanese Engineering and Architectural Consultancy Association-SEACA) as well as various regional and international professional bodies.Furthermore, we have conducted and are currently undertaking a vast number of projexts for different UN Agencies, including UNOPS (Sudan Office)..We kindly request your feedback as to whether we would be eligible to participate in the above referenced tender.UNOPS Reply: UNOPS will accept the equivelent certificate and registration in your own country and therefore, you may proceed in participating with this tender.
