New clarification added: Question 12: Regarding Form D: Previous experience form:1. Does the experience need to be from the manufacture of the radars or from the bidder? 2. Does the experience need to be in supply, delivery and Installation of Fixed Passive Radars? Answer 12: Bidder should be in business in the last 12 months before bid opening.

New clarification added: Question 8: What is the range detection needed? Answer 8: The range of detection is limited by the height of eye of the antenna as well as the strength and attenuation of the signal. However, for the sensor placed at high elevation (Bongao Island) we would expect ± 30NM detection. Noting that for sensors placed at a lower elevation (Sibitu Island and Simunul Island) we would expect ± 15NM. However, as multipath may be weak, even at short range, we do need a high sensitivity receiver.Question 9: For this range what is the RCS, needed?Answer 9: The radar cross section of the transmitting vessel is not relevant as it is the radar transmission of that vessel we will receive. However, for multipath reception of a small vessel that has reflected the transmission we should be able to detect a RCS of ± 0.75 metres, or the size of a small or average sized buoy at a range of ± 6nm from sensor.Question 10: Which range and azimuth accuracy needed? Answer 10: < 0.25 nautical miles and < 1º would be preferred.Question 11: Do the systems need to be synchronized for reception? Answer 11: Without synchronisation of received signals potential errors may be introduced, the extent of which will be dependent on the time difference between the initial signal and running up the initial bearing to the time of subsequent received bearing. Without synchronisation or the velocity of the target being known the target acquisition position will degrade quickly. As such synchronisation of the received signal providing simultaneous bearings is desired.
