Description

Description of the requirement:

UNICEF is providing Temperature Monitoring Devices (TMDs) for use within the cold chain during transportation and storage of vaccines. TMDs are needed at different levels of the cold chain, from central level to outreach.

UNICEF is preparing the solicitation, which will be issued with a goal to engage into Long Term Arrangements (LTAs) with the suppliers for a minimum of 1 year with possible extensions for up to 4 years. The solicitation will be launched mid-December 2021 and allow 5-6 weeks for submission of offers by suppliers.

With this REoI, UNICEF is requesting Expressions of Interest from eligible suppliers to participate in the upcoming solicitation.

The products identified in this REoI fall under the following categories:

Schedule 1 - 30 Day Temperature Recorder

Used for monitoring temperature in refrigerators and freezers - usually on regional and lower levels, possibly complementary on central level.

Products include 30 Day Temperature Recorders for refrigerators (+2+8 C) and freezers (-15-25 C)

Schedule 2 - Irreversible Electronic Freeze Indicator

Used for monitoring temperatures in cold boxes, vaccine carriers or refrigerated trucks during in-country distribution.

Schedule 3 - User Programmable Temperature Data Logger

Primarily intended for monitoring temperatures across immunization supply chains and mainly used for study and commissioning purposes.

Products include a) single use loggers with USB download, b) single use loggers with Bluetooth download, c) multi-use loggers with USB download, and d) multi-use loggers with Bluetooth download.

 

Eligible products / suppliers

This REoI is addressed to manufacturers:

  • Of products listed under the WHO PQS;
  • Planning to pre-qualify their products with the WHO PQS within 12 months. For the purposes of the solicitation process, such products will be referred to as pipeline products and will be allowed for offering for some of the categories.

In the attached EoI form, information is provided on categories where pipeline products will be allowed during the upcoming solicitation.

  1. Prices are not required at this stage;
  2. Questions about e.g. conformity of the supplier’s products will not be entertained;
  3. This REoI does not constitute a solicitation. Submitting an EoI does not automatically guarantee receipt of the solicitation document when issued;
  4. UNICEF reserves the right to require compliance with additional conditions as and when issuing the final solicitation document.
  5. UNICEF reserves the right to change or cancel the requirement at any time during the REoI and/or solicitation process.
