New clarification added: Q14: The eSourcing system mentions a mandatory No adverse Action Confirmation Form (FORM H) to be uploaded on the platform, however this form is not included in the Retunable Bidding Forms. Would you kindly share the No adverse Action Confirmation Form (FORM H) with the bidders. R: The checklist section is now adjusted deleting the requirement for the No adverse action confirmation form.Q15: After discussing with the manufacturer of the chasis, and because the engine are changing in all the brands, they are indicating uys that for the 2022 the unique emission level available for Tunisia will be EURO3. For now this is the only information that could be provided and there are the only homologation criteria the new engines are reaching. Perhaps later on in 2022 there could be available EURO4, 5 but it is a matter of waiting. For this reazon, we kindly request that for now to be accepted also EURO3 level of emission for the VAN and the european quality will be ensure in either ways. this is a problem all brand manufacturer are having with the new regulations of engine for 2022. R: UNOPS does not have any official information regarding this anticipation. Therefore, the tender considers the existing regulations and requires that the proposed engine to be compliant to the emission standard euro 4 or euro 5.

New clarification added: Q12. As in Q9 you have responded, only one screen would have to be installed in the driving compartment. However, in the document Section II: Schedule of Requirements, you have made a modification indicating that the screen should be installed in the prisoner's compartment. This may have been a drafting error in that document, and the screen would only be installed in the driver's compartment. Please confirm. R: The screen must be installed in the driving compartment.

When you mention the configuration of the two prisoner compartments, we understand that a partition wall must be installed between the two compartments. Please confirm.R: No, there is no partition wall in the prisoners compartiment.Q7. Must have a camera (both picture and audio high resolution) prisoner monitoring system with monitoring display screen [Min 12”] mounted in front officer cab, digitally recordable video player for minimum 24 hours.We understand that when you refer to a Monitoring System, you are asking for 2 interior cameras, one in each prisoner compartment. Please confirm. Also, this monitoring system, connected to the 12'' display screen, will be fitted with a video recorder that controls all the cameras in the vehicle.R: The quantity is adjusted. There is only one camera inside the prisoner compartment (See V2 of schedules of requirements attached).Q8. [02 camera HD infrared lights, at least 2 Megapixel, 64GB, with adjustable lens to see all details behind the van and IP68 rating waterproof in the inmates compartment] It must be possible to operate the camera without using the reverse gear. We understand that there is an error in the number of cameras required on the outside rear of the vehicle, and there is only one camera in addition to the two inside cameras. Furthermore, this camera would not need its own memory, as the memory system would be in the video recorder installed in the cabin. Is this correct?R: As clarified in Q7, there is only one camera inside the prisoner compartment; and one camera outside the vehicle + sensors for parking purposes. This additional camera does not need its own memory.Q9. [01 LED screen HD ≥ 1000*800, brightness ≥ 250 cd / m², in compartment N°02]. Do these features refer to the screen installed in the driver's cab, or do you require an additional screen in prisoner compartment nº02?R: One screen in the driver's cab; no additional screen in the prisoner's compartment (See V2 of the schedule of requirements).Q10. Is Euro 4 emission standart is also minimum or do you accept euro 5 emission standart?R: As noted in the schedule of requirements, both euro 4 and euro 5 emission standards are acceptable.Q11. is Manual Transmission 5-speed acceptable ? From the drawing attached on the technical specifications it is not clear so please could you confirm us that the lenght of the seats is equal to the lengh of the cargo space in the van? we understand is like this but we woudl like to check since the in the drawings seems to be less and without understanding. R: Yes the length of the seats is equal to the length of the cargo space of the VAN but should not affect the manoeuvrability of the rear door and the separation plate.Q2. In the technical specifications is stated: "The proposed engine must comply withEURO IV norm". You need to take into account as in other tenders from last year of similar projects that the standard norm for engine in Tunisia is EURO5 not euro 4. in this case, it could be supply the EUROPEAN VAN according with the tehnical specifications, so we kindly ask you to take this into account and to change the specifications to EURO5. R: Yes, Euro 5 is also acceptable (The schedule of requirements is adjusted accordingly - page 1).Q3: TB required Manual Transmission 6-speed, could you please kindly confirm whether Manual Transmission 5-speed can be accepted or not?R: Yes, it is 5 forward + 1 reverse (The schedule of requirements is adjusted accordingly - page 1). Q4: ITB required Exterior dimensions (lengthXhegihtXwidth) 5.5*1.8*2.0meters, could you please kindly confirm whether the dimension (lengthXhegihtXwidth) 5.5*2.285*1.885meters can be accepted or not?R: There was a mistake in this section (the height and the width were switched. These requirements are corrected (The schedule of requirements is adjusted accordingly - page 2).Q5: Several manufacturers have informed us that the submission deadline is too short to complete an offer for such specialized vehicles. Considering the highly specialized nature of the vehicles, we kindly ask you to provide an extension of 3 weeks for the submission of tenders.R: UNOPS does understand it is not a simple product but not as complex that would require more time for a proper offer from bidders. The tender period is 20 calendar days which is already above the minimum requirement. Due to our time constraints to deliver the project, your request to extend the deadline cannot be granted. UNOPS believes the proposed timeframe is sufficient to submit a correct offer within the deadline.
