The United Nations Economic Commission for Africa (UNECA) in Addis Ababa, Ethiopia seeks a qualified contractor with valid licenses to express their interest to be engaged for Construction Work for Niger Level 2 Flexible Workplace Fit-out Pilot Project. 1. Background 1.1. The Existing Building The Niger building was constructed in 1976 for the UNECA as part of a group of three buildings; the other two are known today as the Nile building and Limpopo buildings. The Niger building is largely symmetrical along its East / West axis, with a split central core and four primary aisles of office space occupying either side of the Northern and Southern wings. It is ten stories in total plus a basement. The Niger building in particular displays intact much of its original internal fit-out, which consists of modular aluminium partition systems; modular aluminium ceiling systems; and vinyl and carpet floor finishes. Over time the building’s occupants have changed the layouts utilizing the flexibility of these systems. 1.2. Flexible Workplace Modern office design philosophy has evolved from the era of the open office. The ‘Flexible Workplace’ principles that underpin contemporary workplace design, recognize a diversity of needs of the individual - some types of work require solitude and privacy, whereas other types of work require a collaborative team environment; and importantly, an individual’s needs often change throughout the day. During stakeholder consultations, we identified a range of requirements including: - Traditional workstations; with varying degrees of privacy from general circulation - Open collaboration areas of various sizes - Casual benching for short term individual use - Enclosed quiet rooms for individual private use - Semi-enclosed booths for quiet short-term use - Acoustic Booths for long term individual quiet work - Small and large sized meeting rooms Through the implementation of a broad range of work spaces ranging from enclosed quiet rooms to open collaborative zones, staff are provided with access to a type of work space that suits their needs at any given time. Coupled with a greater focus on staff facilities such as breakout spaces, work lounges and a staff kitchen, the flexible workplace principles that have been adopted in this design will simultaneously increase spatial efficiency and the amenity of the end users. 1.3. Project Lots The project has been structured into three separate lots for pricing as follows: - Lot A: Flexible Workplace Fit-out - Lot B: Bathroom upgrades - Lot C: Window upgrades 1.4. Concurrent Projects There is a separate project for the provision of loose furniture for the project. 2. Scope of Works 2.1. Lot A – Flexible Workspace Fit-out 2.1.1 Architectural / General Demolition scope notes: - Demolish internal fit-out (excluding bathrooms, refer Lot B) and salvage partitions and ceilings for reuse by client - Retain in place existing structural concrete frame and core, vertical transportation, finishes to stairs and terraces - Demolish glazing to balconies (refer Lot C for remaining external window replacement) Proposed new refurbishment works: - New internal finishes generally - New infill structure across Lift Lobby void; suspended concrete slab - New paint finish to all existing exposed masonry & concrete surfaces - New kitchen - New external glazing to balconies (refer Lot C for additional related items) - Coordination of loose furniture installation (separate contract) 2.1.2 Mechanical / HVAC Proposed scope of work: - Remove Low Temperature Hot Water (LTHW) circuit to level 2, isolate at riser to maintain system to remainder of the building. - Demolish all on floor ductwork, diffusers and ancillaries. - Retain existing metal vertical ductwork within structural risers, clean, check integrity, and reseal where appropriate. Remove insulation. - Remove AHU’s W3 and W4 within the basement and replace with variable speed supply fans. - New fresh air horizontal supply ductwork connecting to existing refurbished vertical ductwork. - New VRV system, refrigerant pipework up through mechanical riser to roof mount outdoor units. - New mechanical exhaust to toilets, kitchens and photocopier/printer areas. 2.1.3 Electrical Re-use existing: - Teleconferencing equipment (2no. Cisco vtc) - Power & data distribution boards & risers - All active equipment surrounding telephones - Data Racks - WAP’s Provide new: - General power, comms & wifi - IRS / MATV - Voice & data passive infrastructure - Security & access control; CCTV - Lighting - including feature to lobby, meeting rooms & work lounges - Emergency lighting - Smoke & thermal detection - Generally, all on floor passive equipment - Client to provide IT equipment, including: computers, phones, photocopiers etc. 2.1.4 Fire protection - Upgrade of the floor’s fire protection to comply with current international standards and best building practices. 2.1.5 Sanitary Drainage & Water Reticulation - New kitchen with hot & cold-water supply with water supply taken from the existing risers and new stacks to facilitate sanitary drainage - New fire sprinkler, fire hose reel & hydrant installations to provide compliance with current international standards. 2.2. Lot B – Bathroom Upgrades 2.2.1 Architectural / General Demolition scope notes: - Demolish internal fitout (to bathrooms) Proposed new refurbishment works: - New internal finishes & toilet partitions - New PWD bathroom to existing cleaners’ room 2.2.2 Sanitary Drainage & Water Reticulation - New PWD toilet to provide equitable access - New fixtures to existing bathrooms with the same locations generally to minimise extra work and impact on the existing structure - New floor wastes in the bathrooms to facilitate drainage of the floor for overflows and cleaning - New branch drain cleanouts/ inspection outlets to provide increased maintainability of the sanitary drains. 2.3. Lot C – Window Upgrades 2.3.1 Architectural / General - Demolish and replace nominated external windows (excluding internal glazing and glazing to balconies, refer Lot A). Companies expressing interest should note that this Request for Expression of Interest (REOI) serves as pre-qualification of the companies that will be invited to participate in the tender process .Intrested firms will be invited to the tender by "Request for Proposal (RFP)" at later stage and the detail requirement will be further specfied in the RFP document. UNECA reserves the right to change or cancel the requirements at any time during the EOI/ or solicitation process. Thus, submitting a reply to this EOI does not automatically guarantee that your company will be considered for receipt of the solicitation when issued. The RFP and any subsequent commitment to contract will be issued in accordance with UN rules and regulations. UNECA is precluded from entering into contract with a vendor that is not registered with United Nations Global Market Place(UNGM). Thus, only those vendors who are registered or provisionaly registered or have started their registration process in UNGM will be eligible to receive the solicitation document RFP. Those interested in responding to this EOI but not currently registered as vendors with UNGM, are encouraged to register before submission date for closing of the EOI in the United Nations Global Market Place (UNGM).
