BACKGROUND

The WHO Representative Office in Cambodia works closely with the government of Cambodia and development partners to strengthen health systems and advance UHC in the country. Universal health coverage (UHC) means that all people in a society are able to obtain the health services that they need, of high-quality, without fear that the cost of paying for these services at the time of use will push them into severe financial hardship. UHC has become a major policy priority in many countries, and a significant and growing focus of attention at the international level, forming one of the targets of Sustainable Development Goal 3.

The Health Strategic Plan 2021-2030 (HSP4), Ministry of Health has been drafted as commitment to continue advancing the national health development agenda with Vision 2030, adopting the Cambodian Sustainable and Goal for Health that ensures healthy lives and promote well-being for all at all ages. The health workforce is the most prominent part of a health system and achieving the right number of health workers with the right skill-mix is essential. The draft Health Workforce Development Plan 2021 – 2030 (HWDP4) provides healthcare leaders with a framework and guidance on the efforts over the period of ten years. Moreover, other strategies and plans for digital health strategy, private sector, primary health care, immunization are to be developed and finalized for wider consultation. 

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

The purpose of this short-term consultancy (STC) is to provide specific technical support to the Ministry of Health in development and finalization of health policies, strategies, plans and briefs for including but not limited to the health sector strategic plan (HSP4), health workforce development plan (HWDP4), private sector involvement to ensure their alignment within the health sector and beyond.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

In close collaboration with Ministry of Health and under direction of the WHO Representative office to Cambodia, the incumbent will undertake the following tasks:

  1. Support the drafting, development and finalization of national strategic strategies for health sector, human resources for health, primary health care, private sector engagement etc while ensuring their alignment with broader frameworks such as national development plans or poverty reduction strategies as well as supra-national policies and initiatives and coherence between these national health strategies and disease-specific plans;
  2. Overall coordinating and soliciting feedback from relevant stakeholders and incorporate these within the plan.
  3. Reviewing appropriate technical reports, materials, plans which include global, regional, national and sub-national ones to guide the drafting process.
  4. Provide technical support to Ministry of Health in reviewing these strategies by facilitating consultations among relevant stakeholders to ensure the country’s ownership and institutional capacity while taking into consideration existing global strategies and regional action framework (such as WHO and ASEAN etc);
  5. Undertake a costing and health impact analysis for HSP4 and HWDP4;
  6. Support setting up the monitoring framework and periodic evaluation mechanisms for getting feedback on implementation of these strategies and plans;
  7. Provide support on strengthening human resources for health activities for COVID-19 response and incorporate this lens in the above strategies and plans as requested;
  8. Support the development of guidance and tools for ensuring the continuity of essential health services in the context of COVID-19;
  9. Undertake other duties on health polices, strategies and plans; and
  10. Develop summaries, technical briefs and presentations for CO Cambodia, MoH and relevant stakeholders as appririate. 
  11. Submit monthly interim technical reports and final technical activities report at the end of the consultancy.

 

METHODS TO CARRY OUT THE ACTIVITY

Method(s) to carry out the activity

  • • Desk review of materials.
  • • Coordination and collaborative work with Ministry of Health representatives, and those of other entities of the Royal Government of Cambodia.
  • • Data collection activities from individuals and health practitioners as required.
  • • Documentation of analyses in reports and policy briefs.
  • • Drafting and development of technical material including summaries, briefs, guidance notes, presentations and plans etc.

Deliverable 1.1 Consultancy plan

Deliverable 1.2 The final draft health strategic plan (HSP4) accepted by MOH with a policy brief and presentation.

Deliverable 1.3 The final draft health workforce developed plan (HWDP4) accepted by MOH with a policy brief and presentation.

Deliverable 1.4  M&E framework and evaluation plans for HSP4 and HWDP4 as required

Deliverable 1.5  Costing and health impact analysis of HSP4 and HWDP4  as required

Deliverable 1.6  Monthly reports including for meetings, consultations and country dialogue

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential: 

Advance university degree in public health, economics, international development and/or related fields

 

EXPERIENCE

Essential:

Minimum 10 years of experience working on policy development, planning, managing or developing health systems.

Desirable:

Working experience in Cambodia and resource-limited settings in areas of health policy development . Previous consulting experience with government counterpart, UN bodies or NGO.

Demonstrated experience in developing national/international plans and strategies.

 

TECHNICAL SKILLS & KNOWLEDGE

Essential:

  • • Substantial knowledge on health policy development and health system’s links to UHC and SDG
  • • Good knowledge of the dynamics of the international public health
  • • Ability to work harmoniously as a member of the team
  • • Good writing, presentation and communication

Desirable:

  • • Skills to analyse and present quantitative and qualitative data

 

LANGUAGES

Essential: Fluency in English (writing, reading and speaking) is essential

ADDITIONAL INFORMATION

The selected Consultant will be expected to provide a medical certificate of fitness for work.

Access to WHO resources including relevant internal documents, databases, and software will be made available, as necessary and appropriate. A WHO email account will be provided, valid for the period of the contract.

Place of assignment:

The consultant will be able travel to Phnom Penh or to work remotely (this will be discussed with selected candidates). The Consultant is expected to travel according to MOH’s plan and COVID-19 situation in Cambodia, but this will be discussed with the selected candidate(s).

Contract dates (subject to confirmation):

Start date: 15 July 2021

End date: 15 December 2021

In terms of work effort, it should be noted that one month is equivalent to 20 working days, which corresponds to full time equivalent and 100% equals to 4 weeks a month.
