New clarification added: Our solution is a Self-Fill device, which given the change in the specification meets the requirement in full provided that pyrotechnic set embraces self-fill devices. It may be prudent if this definition of SET is not explained further to submit 2 quotes as the first solution issued was for filled as a UN HAZMAT Class 4.1 flammable solid also meets the tender requirement. The end result of an attack is the same. PLEASE CLARIFY THE DEFINITION OF SETThe product we are interested in is Safe-Fire (SF-1), as per the SoR. The content of the Safe-Fire Set consists of a box, Safe-Fire stick, electric igniter, metallic weights, carrying bag and a stand. The SoR specifies the deviations from the Set.

New clarification added: Dear Madam/Sir, We would request UNOPS to update following information. Line item no 01 – please provide us Photograph of Pyrotechnic TorchUNOPS needs these items by Air or Sea.Please extend deadline for submission till 20th June 21We cannot see the reason for providing photographs as we were specific on the brand. As per Section II - UNOPS Requirements, the goods should be delivered within 5 weeks after contract signature to CPT Entebbe International Airport and the means of delivery should be decided by bidders. There will be no extensions to a new submission due date.

New amendment added #1: Dear Bidders,Please be informed that the following amendments have been made to RFQ/2021/21349:1. Under Section II: Schedule of Requirements; Returnable Bid Form B and Returnable Bid Form C of Section III:“Pyrotechnic Torch” has been changed to “Pyrotechnic Set”.Bullet points 1, 2 and 3 under UNOPS minimum requirements have been removed.The requirement for "adjustable tripod stand” has been changed to “adjustable stand”. The sentence “carrying bags not required” has been added.The Quantity under Item No. 1 of 700 units has been changed to 350 units.A second line item (Item No. 2) has been added for sets supplied without a stand.Quantity of 350 units has been inserted for Item No. 2.2. The deadline for submission of offers has been extended from 11/06/2021 to 15/06/2021. The deadline for clarifications has also been extended from 09/06/2021 to 11/06/2021.The amendments are reflected in red and uploaded in the Documents section in eSourcing.Bidders should take note accordingly.

New clarification added: The UN should now provide clear guidiance. Our solution will certainly destroy up to 155mm high explosive artillary shells and other thick ordinance. Our stand is adjustable to provide an attack angle.I just need to know now whether you will accept a self filled device or amend the air portability caveat and we can provide solution loaded and ready for use? I now await your response, thank you.Air portability caveat shall be amended shortly by removing "without restrictions".

New clarification added: Dear Team,Hermont Limited a company registeered in Kenya wishes to seek clarifications on the following;As all pyrotechnic torches are Class 4 Flammable solids,please advice if you wish these torches to be pre loaded with lead in accordance with UN HAZMAT regulations as this might hike the shipping costs and this might make the torches to be UN class 4 Flammable Solids.There are no carriers prepared to carry the pyrotechnic torches as a class 4 UN HAZMAT item into Uganda.However the torches as a self fill cutting tool kit will permissible.Thermite torches are not permitted to be exported to Uganda which is the destination country.Please advice if there are any special arrangements with the UN on the shipping as courier companies like Fedex and TNT do not offer these.Please specify if these torches come with a quarapod as this is not indicated in the specifications.Thank you for your points. In this instance the lead is not required, there are no special arrangements with the UN on the shipping and a quadropod is accepted as a stand. We are checking for any relevant exportation limitations to Uganda and we shall amend the Section II should there be any.

New clarification added: Dear UNOPS,Please we need more information on the following, it is ready for use BUT it then falls foul of the requirement to be shipped without restrictions as stipulated in the Technical description.It is a conundrum. .A Pyrotechnic ready for use is a UN HAZMAT Class 4.1 flammable solid and there are restrictions surrounding that category.Please kindly advise .Thank you for your comments, for clarity reasons, Section II SoR - UNOPS minimum technical requirements shall be amended shortly and submission due date extended accordingly.

New clarification added: Dear Sir/MadamInstead of a tripod, would you accept a quadropodWould you accept a "sefl fill" device.As a self-fill device, it is shipped in an inert state and has no special permissions to fly. This means shipping costs are significantly reduced. Should your client wish the devices to be pre-loaded this transforms the equipment in to a UN Class 4 Flammable Solid, note all pyrotechnic torches are Class 4 Flammable solids. Shipping costs are significantly higher.Thank youYes, we would accept a quadropod as long as it is adjustable and serves the purpose. The minimal technical requirements are clear: "Safe-Fire (SF-1) Pyrotechnic torch, Ready-to-use."

New clarification added: We request your urgent reclarification on the thickness of the shell casing to be cut.The figure of 122mm is 122mm is equivalent to a thickness of 4.8 inches.Does 122mm refer to the diameter of the shell? (which is not the thickness of the shell casing)Please reconfirm the thickness of the shell's casing to be cut - thanks.The diameter of the shell was provided in order to specify type of ammunition (122mm HE shell, OF462 and similar). The pyro torch needs to cut through the shell's casing in order to reach explosive fill and start the deflagration process.

New clarification added: Dear Sir/Madam,For the tripod may i ask if you want this to be an adjustable tripod and can you also provide me with the min/max heigh above the ground (or any other useful information ) for us to determine the most suitable tripod. If you have a preferred configuration for the tripod, this would be very much appreciated.Thank you.The tripod should be adjustable to the angle/position of the target ammunition. The height would depend on the ammunition diameter/height and optimal operating standoff for any particular pyrotechnic torch type.

New clarification added: We request consideration be made to extend the close date until 18th, June 2021.With Saturday/Sunday being non working days for many international manufacturers and the necessary need to obtain reliable freight data under the "New normality created by Covid 19" the close time 09:00 UTC on 11/06/2021 is unreasonable short.Unfortunately, we are not in position to extend the close date due to urgent operational requirements.

New clarification added: Please clarify "What is the total thickness of the shell casing?"We are looking at practice-proven pyrotechnic torches, which is why we have specified the ammunition type that has to be consistently cut through (122mm HE shell, OF462 and similar), rather than the thickness/type of the witness plate.
