Tender description:
The Joint Police Programme (JPP) in UNOPS Somalia Office is funded by DFID, EU and the German Government. It provides among other activities, logistics support to the Somalia Police reform programmes including training and capacity development of police personnel at national and state levels. Acquisition of Police Graduation uniforms is a major recurring procurement activity requiring considerable efforts from Procurement Officials, Procurement Reviewer and the CPC due to last minute procurement requests for this set of materials
Police Graduation Uniforms are required at the end of every police training that lasts mostly three months per batch. However, given the uniqueness of personnel and requirements for each training and the risks associated with stocking police uniforms, it is not recommended to procure uniforms in large quantities for distribution to multiple training batches. Therefore, separate procurement processes have been carried out for each of the several training sessions that have taken place so far.
Other than Police uniforms, JPP procures multiple services and goods for each police training programme in coordination with stakeholders like AMISON, the donors and the Ministry of Internal Security. Procurement of Graduation Uniforms is at the helm of all the other logistics support associated with Police training, without which, the other supports become meaningless. Therefore, in respect of delivery of police graduation uniforms, there is no room for failure of late delivery, given the associated reputational risk to UNOPS.
There have been several discussions both within the JPP and the support services in respect of curtailing rush procurement of uniforms, and the ideal resolution from all those discussions has been, to establish LTA’s’ in a bid of expediting future procurement of uniforms to achieve the following:
1. Save valuable staff time in carrying out procurement processes from solicitation stage, every time the recurring request is received
2. Cut down on the procurement turn-around time and allow sufficient time for production for effective quality control and increase possibility of timely delivery
3. Increase competition and obtain better market rates

Tender cancelled on 2021-06-02 11:41 UTC. Dear BidderAfter the Priliminary and Technical Evaluation of this tender by the TET, it was realized that of the 16 submissions received, we had only two submissions technically compliant to the requirement of the ITB. It was actually realized that eleven of the suppliers failed at the qualification evaluation stage on only one criteria of the tender which gave us the understanding that this requirement needs review and revise to make sure suppliers have adequate chances of submitting a substantially compliant bid.Therefore, this tender is being cancel to be review and re-tender. New clarification added: Dear Sir/Madam,Kindly send the exact address of the six locations DAP address.Thanks and best regards, This is to let you know that all shipping companies , we contacted , refused to provide transportation rates for those 6 areas being a high risk areasDue to the fact the conditions are not stable at Somalia agents requested different values for local charges but all of them are extremely high I recommend that you accept the goods up to FOB Port only, i suggest you use your own local suppliers to continue from FOB port up to destinations.Response: So far, UNOPS and its partners have been about to deliver a wide range of supplies and services within Somalia through freight forwards and transporters. UNOPS will maintain the delivery terms that have indicated in the tender document.

New clarification added: Bearing in mind that transport and logistics are the most critical and costly factors in such project , we kindly ask you to answer us on the below : 1) Since terms of shipping are DAP, you will be handling the clearance at Somalian port, it will be highly apreciated to provide us the name of this port to calculate our cost in accurate way.The idea is for the contractor to deliver the uniforms to the final destinations (any of the six locations as required) this delivery will include production, shipment, in-country logistics - customs clearance local transportation, and delivery to the Ministry of Internal Security. Therefore, bidders should factor all these activities in their costing2) Are you going to ship fully containers to each location of the 6 different locations provided by you? Then there will be no need to unload the fully container in a warehouse and split their contents into different locations?No. The orders will be based on actual requirements, which is often lesser than a full container at any given time. We shall not be stocking uniforms, UNOPS will place a new request each time. This ITB is not for a one-time procurement, it is for a Long Term Arrangement, upon which several orders will be placed at different times based on the requirement.3) If your plan not shipping a fully container to each location, could you kindly clarify your requirement? Do you need to unload all the container’s contents in our warehouse in Somalia then start requesting different quantities to those 6 locations?No - We do not expect the supplier to produce the uniforms in advance. Production will only happen when you received UNOPS purchase orders, and the quantities produced and any given time shall not exceed the quantities in the UNIOP purchase order. New clarification added: Will you accept bidder from China, who deliver similar products to local police? Or only bidder from Somalia will be accepted? Response: This is an Open International Competition, so suppliers from all around the world are eligible to submit bids. It is not limited to Somalia Alone.My regards,
