Description
The Yemen Humanitarian Fund (YHF) is a country-based financing mechanism for humanitarian organisations under the oversight of the Humanitarian Coordinator (HC), and administered by OCHA. The YHF mobilises and channels resources to humanitarian partners to respond to the critical needs of millions of people affected by the devastating humanitarian crisis in Yemen. OCHA receives funds from donors that are pooled together under the YHF and supports the allocation of these funds to Implementing Partners (IPs) in Yemen who are contracted to deliver humanitarian activities. In order to meet this goal, an allocation process exists that is inclusive, transparent and efficient, which includes two funding mechanisms (standard allocations and reserve allocations). Partners eligible for funding include UN agencies, NGO partners including national and international NGOs and the Red Cross and Red Crescent Societies (RC/RCS) registered internationally and/or in Yemen. Implementing Partners (IPs) that receive these grants are responsible for ensuring they have adequate internal mechanisms to meet project management, monitoring and reporting requirements and generate quality performance information. Building on and acknowledging the role of these systems, OCHA is seeking to work in partnership with an external service provider able to verify project outputs and activities reported by OCHA’s IPs by conducting field based monitoring missions and through remote call interviews directly with assisted beneficiaries across Yemen OCHA is seeking to contract a TPM service provider(s) able to work in close collaboration with OCHA and its IPs, to conduct the monitoring of YHF funded projects at the field level. The overall objective of monitoring will be to provide reasonable assurance that OCHA managed resources are being used in accordance with the Grant Agreement, Operational Handbook for Country-based Pooled Funds (CBPF) and YHF Operational Manual. The duration of the contract is envisaged to be one (1) year, with optional two (2) one-year extensions (1+1+1 year). Estimated contract start date is January 2022.
