Humanitarian Mine Action in Support of MAPA Operational Work Plan, Kunduz, Afghanistan
The UNOPS Peace and Security Cluster invites interested and eligible applicants to apply for a Call for Proposals (“CFP”) for the grant project: Humanitarian Mine Action in Support of MAPA Operational Work Plan, Kunduz, Afghanistan. The Grantee shall have exclusive control over the administration and implementation of this project; however, both the quality of the Grantee’s work and the progress being made towards successfully achieving the activities and outputs of the project shall be subject to review by UNOPS
Outcome(s):
UNMAS Afghanistan seeks progress towards the following four programme-level outcomes in Afghanistan, measured by the corresponding indicators.
- The DMAC manages a prioritized, principled, gender responsive and efficient mine action programme.
- Armed non-state actors (ANSA) do not impede delivery of humanitarian mine action
- People at risk across Afghanistan recognize how to mitigate the risk of explosive ordnance.
Outcome Indicator(s):
The following Outcome Indicators, that are linked to the Outcomes above, are required to be recorded by the Grantee. Additional Outcome Indicators proposed by the Grantee will also be accepted.
- Outcome 1: Number and proportion of tasks issued by DMAC according to the Annual MAPA Workplan and prioritization model.
- Outcome 2: Number of tasks impeded by armed non-state actors
- Frequency: all access, programming and security issues are to be reported by the Grantee to UNMAS Afghanistan within 48 hours
- Number of incidents involving deminers
- Frequency: all access, programming and security issues are to be reported by the Grantee to UNMAS Afghanistan within 48 hours

- Outcome 3:
- Percentage of EORE beneficiaries that demonstrate an increase in knowledge between unsafe and safe practices.
- Note: it is expected that the Grantee follows DMAC guidance and leadership on pre- and post-testing of EORE beneficiaries to provide data to UNMAS to record and measure this indicator, and it is also expected that the Grantee provides data/information to demonstrate longer-term knowledge retention (within the project duration)

- Percentage of EORE beneficiaries that demonstrate an increase in knowledge between unsafe and safe practices.
The selected Grantee(s) will be expected to have exclusive control over the achievement of the Outputs they formulate, although aspects of the quality and progress of the grant implementation shall be subject to review by UNMAS Afghanistan Programme as well as with the DMAC.
