New clarification added: Dears, Here is a summary of the main points addressed in the pre-bid meeting:- The SLA is to be signed between the awarded bidder and MoSD.- Alternative offers are not accepted. Bidder must provide one offer only.- Any licensing related fees are to be provided by zero cost to MoSD after project finalization and service delivery.- Perpetual licensing fees are accepted during project duration but not afterwards.- MoSD should bare zero cost for any license renewal fees after project completion.- Licencing cost under 5% of financial offer are acceptable in condition that the vendor is to bear all costs.- Bidder can use or benefit from an agreement between MoSD and Microsoft given that the bidder is perform all the needed negotiation and agreement with Microsoft without MoSD intervention.- Offers proposing a mixture between open source and perpetual license solutions will be accepted.- No bid bond is required for the tender.- The proposed solution will be centralized in MoSD and accessible by all its departments and entities.- Process maps, Integration points, system details , Report builder and automation methodology should be established and detailed by the bidder during the assessment phase.- No process re-engineering will be required during the assessment phase for any of the processes.- No amendments will be needed for MoSD Oracle database code.- Digital signature is not required.- KPIs are to be provided by MoSD as per their feedback in a flexible manner.- No process re-engineering is required, suppliers should only fine-tune the processes as to prepare for the automation. - All required hardware and servers will be provided by MoSD. Are they the departments of MoSD?A31 MoSD got more than 200 entities around the kingdom , and each entity is mandated with all/ some processes under the 7 sectors mentioned in the RFP. in addition to that, there are more than 7000 CSOs that should access the CSO Module in the MIS to fill information, view reports...etc.All mentioned stakeholders will be targeted in addition to MoSD staff through internet and/ or internet accessibility.Q32. Based on the previous question, please clarify the system roll-out on the targeted entities, is it going to be a centralized roll-out? And what is expected from the winning bidder during the roll-out?A32 Yes, it will be a centralized roll-out and will target all entities and CSOs according to planned iterations (gradually) provided from the vendor, the vendor will suggest a roll-out plan including all needed activities and milestones such as creating user manuals, training, and providing support during the roll-out feedback. New clarification added: Dears,Bidders were provided 3 weeks period to submit their clarification.The clarification deadline date and an amendment to extend it were both published for bidders information.A prebid meeting was also arranged to receive and discuss bidders clarification.We will not receive any clarification after the set deadline.We advise bidders to review previous and other bidders clarification answers published on UNGM.We will also publish a summary and recording of prebid meeting that will be helpful in responding to any of the bidders clarifications.Best regards,

New clarification added: Dears,Q29 - what we have to insert for ([Insert the number and issuing date of each amendment];)?A29 - In case where amendments have been applied to the tender documents, please confirm you are aware and accept these amendments by mentioning number of amendments and their dates.Q30 - what is the difference between SLA commitment letter and SLA Draft?A30 - SLA commitment letter is a documents signed by bidder confirming and committing to establish an SLA with MoSD after the completing all project phases and SLA Draft is a draft of the agreement that will signed between awarded bidder with MoSD.Q31 - In esourcing portal, it is required to upload Form E: (Proposal Security), and you mentioned in (Tender Particular), that proposal security is not required, could you please remove it from the required documents, because it defined there as mandatory requirementsA31 - Form E will be removed from tender mandatory checklist , if in the future it persist appearing in your portal , please upload any other mandatory form in its place.Regards,

And also up to which project management phase and size of change? Answer: Some changes/ modifications might be requested from stakeholders while development of other processes (all within the same scope), bidder should suggest a plan for such situations and how to implement changes without affecting the planned sprints/ iterations of deliverables. E.g: Department X asking to modify/change workflow on or two processes after a month of going live while the bidder is working on collecting requirements from department Y. 14. Question:Current organization infrastructure:Operating System type - windows or linux?Database Management System - Oracle / MSSQL/DB2/Others?Active Directory?
