On-Site STC to support the government to implement the Early Essential Newborn Care (EENC)
BACKGROUND
WHO has been supporting the government to institutionalize Early Essential Newborn Care (EENC) practice as a regular practice to improve high newborn mortality of the country. A rapid scale up of EENC has been taken place since 2016 with 105 facilities (or 35% of all target health facilities). The midterm review of the RMNCAH Strategy showed EENC training has made a significant impact on the practice of the skilled birth attendants. However, the positive practice changes are limited to vaginal delivery cases. WHO is requested to support implementation of EENC in caesarean section.
The consultant is expected to support the government to start implement the EENC for caesarean section cases, in addition he/she will support to establish a regular perinatal conference by leading the process and facilitate the discussion, provide guidance on clinical expertise and some recommendation.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
Support the government to implement the Early Essential Newborn Care (EENC) for babies born to caesarean section delivery and to establish a regular perinatal conference among obstetrician, neonatology- paediatric surgeon to improve inter-departmental communication.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
- • Review and finalize the national guideline on “Clinical Standards on EENC for caesarean section case”
- • Facilitate the training and supervise the practice in the ward
- • Facilitate the regular meeting on perinatal care
METHODS TO CARRY OUT THE ACTIVITY
- • Meetings with the government counterparts and WHO country office
- • Review the caesarean protocol
- • Support clinical practice of EENC in caesarean section cases.
- • Support to organize a regular perinatal conference
- • Conduct training on EENC for caesarian cases
- • Write a report
QUALIFICATIONS & EXPERIENCE
EDUCATION
Essential:
- • Bachelor’s degree in public health or medical science
Desirable:
- • Specialist in obstetric and gynaecology or neonatology
EXPERIENCE
Essential:
- • At least 5 years of work experience in public health or clinical work with a special focus on Mother and Child Health
TECHNICAL SKILLS & KNOWLEDGE
- • Strong communication skills, strategic thinking, public relations and advisory skills, including writing and presentations
- • Demonstrated networking and partnership building skills
- • Strong expertise in coordinating activities
- • Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct
