BACKGROUND

National Strategic Plan for Malaria Elimination 2021-2025 is finalized and endorsed by Ministry of Health prioritizing the intensive prevention and treatment services and introducing innovative approaches in the hot spot townships specially targeting underserved ethnic minorities and marginalized population in conflict and non-government-controlled areas. National Malaria Control Programme (NMCP) would like to start implementing intensification plan and WHO is closely supporting to intensify the intervention targeting the hotspots and forested areas with additional deployment of 12 Township Project Coordinators. Therefore, there is a need to recruit a consultant to provide technical assistance to the National Malaria Control Programme.

 

PURPOSE AND DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

The consultant will provide technical support for intensification of malaria control or elimination in hot spot townships and forest goers in Myanmar in close consultation with National Malaria Control Programme (NMCP), WHO Country Office and WHO Mekong Malaria Elimination Programme-hosted by WHO Cambodia.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

The consultant will work remotely, will be based in WHO Myanmar Office while travelling to Myanmar with travels to the fields as expected and responsible for the following deliverables to support National Malaria Control Programme (NMCP) to accelerate malaria elimination in Myanmar.

 

METHODS TO CARRY OUT THE ACTIVITY AND LIST OF OUTPUTS

PHASE 1

Output 1: Develop hot spot mapping tools and map hotspots

  • • Deliverable 1.1: Work remotely to analyse malaria situation in Myanmar to identify hotspot townships/sub-townships/villages through desk review of plans, documents and reports closely with NMCP, WHO, implementing and technical partners

Output 2: Develop hotspot plan or intensification plan

  • • Deliverable 2.1: Work to develop and finalize pilot malaria intensification plan (for hotspots and forest goers) to address the hotspots and hot pops and to mitigate the situation.  The plan may include following approaches but not limited to;
    1. Finalize hot spot mapping tool, process and SoPs. The mapping tools will be used to map epidemiological situation and malaria service providers using GIS that would ultimately help to identify hot spot and hot pops
    2. Entomological analysis in the hot spots: vector mapping, insecticide resistance, bioassay test and understanding ongoing transmission at the village level
    3. Suitable interventions for the hotspots (fully functional diagnosis, treatment, and reporting system, universal coverage of preventive services (LLIN, IRS), personal protective measure and others as appropriate)
    4. Address malaria in forest goers and other high-risk groups with appropriate package of interventions
    5. Devise active, proactive and reactive case detection methods involving Basic Health Staff and Integrated Community Malaria Volunteers as appropriate

Output 3:  Capacity building of State/Region Regional Officers, Team Leaders and WHO field project coordinators

  • • Deliverable 3.1: Built capacity of State/Region Regional Officers and Team leaders and WHO field project coordinators to implement pilot intensification plan and tools developed in 3-4 selected townships,

Output 4: Provide hand holding support to State/Region staff, WHO project coordinators and implementing partners to pilot test the tool.

  • • Deliverable: 4.1:  Ensure State/Region staffs, WHO project coordinators and implementing partners are capable to utilize the tool independently after the hand holding support period

 

PHASE 2
Output 5:  Review the pilot intensification plan and develop revised plan incorporating suitable interventions as appropriate to address and mitigate the situation

  • • Deliverable 5.1: Review pilot intensification plan, and develop revised plan incorporating suitable interventions as appropriate to address and mitigate the situation
  • • Deliverable 5.2: Support proper implementation of the revised malaria intensified response plan
  1. Prioritize the intensive prevention and treatment services in hotspot and hotpops
  2. Introduce innovative approaches in the hot spot townships specially targeting underserved ethnic minorities and marginalized population in conflict and non-government-controlled areas

Output 6: Prepare financial and technical report and submit to WHO

  • • Deliverable 6.1: Submission of technical and financial report (2 weeks) for phase 1 and phase 2

 

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential:  University degree in medicine, science or equivalent with postgraduate degree in public health or epidemiology from an accredited/recognized institute.

EXPERIENCE
Essential: Minimum 5 years of work experience required. Preferably, an experience in WHO or other UN Organizations, working on communicable diseases is desirable.

 

LANGUAGES

Expert level of English is essential (Read-Write-Speak). Working knowledge of other UN languages is an advantage.

PLACE OF ASSIGNMENT

Locations:  
A consultant primarily based in WHO Country Office in Yangon, Myanmar to ensure the close collaboration and interaction with Malaria team.

MEDICAL CLEARANCE

The selected consultant will be expected to provide a medical certificate of fitness for work.

TRAVEL
Occasional travels to implementing states/regions within the cluster are expected.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
