UNICEF has set ambitious growth objectives for its current and coming strategic plan (2021-2025) and beyond, including global and large-scale goals in terms of individuals supporters (members of the general public) whether these are donors, advocates, and followers. 

With its new strategic plan, UNICEF is taking an audience approach to achieving results with the private sector and will need to unlock the full potential of its key audiences; Individual Supporters and Donors being the most critical ones. Having assessed the scarcity of insights generation work as a key barrier to developing a truly audience centric marketing strategy and considering the reduced number of stakeholders with insights generation experience within the organization, Market Knowledge Unit (MKU) aims to facilitate as much as possible, from a financial and a technical perspective, insights generation at UNICEF.

To fulfil this objective, MKU wants to pilot and implement within a customized digital research platform key survey types relevant across the organization, enabling global and local stakeholders to activate audience research on demand with minimal localization effort. Having access to such a platform would also allow UNICEF to develop standard benchmarks across the organization and compare results between countries in a non-biased way.

The surveys that would be implemented in this platform cover the most common practices in audience research (concept test, campaign test, brand monitoring etc.). Templates fit for UNICEF purpose will be created and implemented in the platform by MKU. In addition to these quantitative standards, UNICEF would also be interested, as an option, to be able to organize basic qualitative research, such as live interviews with preidentified audiences.

The purpose of this Request for Proposal for Services (RFPS) is to seek proposals from vendors and select a digital research platform provider which will be customized according to UNICEF needs, in order to allow all local and global UNICEF stakeholders to activate the available UNICEF templates, and/or create their own research projects.

The objective of this RFPS is to enter into a multi-years LTAS providing UNICEF with a roster of suitable service providers to purchase services from for each project type/category, when required, at the established rates offered in the agreement, for an initial three (3) year period with the option to extend for additional two (2) years on the same terms and conditions, subject to satisfactory performance, continued need for the services, and price competitiveness.

The selected provider will work with UNICEF Market Knowledge Unit, Private Fundraising and Partnerships (PFP) Division, based in Geneva and other UNICEF offices around the world, under this Long-Term Arrangement framework.
