Development of Digital Health Online Training Course
1. BACKGROUND
Digital Health is rapidly transforming health service delivery, providing innovative solutions to improve patient care, enhance health outcomes, and streamline healthcare systems. To equip all interested stakeholders with the essential knowledge and skills in this field, the Health Information and Intelligence (HII) unit of the Data, Strategy and Innovation (DSI) group of the WHO Regional Office for the Western Pacific (WHO/WPRO) intends to develop an online training course on digital health, (“Fundamentals of Digital Health”). It intends to empower individuals from all sectors who engage in digital health from high level leader to general user with the foundational concepts and planning tools necessary to steer digital health development in their respective jurisdictions. The overall goal of this training is to convey and build capacity on the basic concepts and essential knowledge which are necessary to adopt an enterprise-wide planning approach to integrate and scale-up sustainable digital health interventions in strengthen health systems to be able to improve service delivery which will contribute towards achieving integrated people-centred health services, universal health coverage and sustainable development goals.
The DSI/HII, WHO/WPRO aims to publish this online course on the OpenWHO interactive web-based knowledge sharing platform(https://openwho.org/). Learners should have flexible access to the course at their own time and convenience. Draft course objectives and course outlines has been developed by the DSI/HII, WHO/WPRO.
The DSI/HII, WHO/WPRO is seeking a capable institution which can development of the said online training course (“Fundamentals of Digital Health”) based on the draft course objectives and course outlines.
2. PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
To develop an online training course on the fundamentals of Digital Health customized to the Western Pacific Region based on the draft course objectives and course outlines prepared by the DSI/HII, WPRO/WHO.
3. DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
The contractual partner will work from their own office under the overall guidance from DSI/HII, WHO/WPRO.
Objective 1: Provide particpants with a solid understanding of the core concepts, technologies and practises in digital health and equip them with the knowledge and skills necessary to leverage digital health solutions to improve healthcare delivery and outcomes
Output 1.1: Develop course content which is up-to-date, evidence-based, and relevant
Output 1.2: Ensure the online course fosters critical thinking and problem-solving abilities related to digital health challenges and opportunities
Output 1.3: Ensure the learning platform is engaging and provides a learning experience that accommodates a diverse audience including those from health and other sectors engaged in strengthening digital health
Output 1.4: The content should foster critical thinking and problem-solving abilities related to Digital health challenges and opportunities
Objective 2: Publish the online course on the OpenWHO interactive web-based knowledge sharing platform (https://openwho.org/).
Output 2.1: Ensure the online course is created on a platform that can be hosted on the OpenWHO platform and ensure the posting of the content
4. METHODS TO CARRY OUT THE ACTIVITY
The contractual partner should design and develop course content and an interactive online tool which can be hosted on the OpenWHO platform.

5. QUALIFICATIONS & EXPERIENCE
Education
Essential: Master’s degree in information and technology, computer science, technology management, knowledge management or other related field from a recognized university.
Experience
Essential:
• Minimum 5 years of experience in digital health, and capacity development in digital health
• Demonstrated experience developing high-level training and strategic documents for international agencies and for governments in low- and middle-income countries
Desirable:
• Previous work experience with WPRO or any WHO country office in the Western Pacific Region
Technical skills and knowledge:
• Digital Health course content development
• Producing course content on an interactive platform that can be migrated to OpenWHO
Language requirements:
• Advance written and spoken fluency in English is essential.
