  1. Background

     

Early Childhood Development (ECD) is one of the flagships programmes of UNICEF Rwanda. With different interventions implemented in collaboration with a variety of partners, the Communication, Advocacy and Partnerships (CAP) Section supports the social mobilization and awareness raising on importance of early years of life, using different platforms.

 

Radio is one of the channels used for educating public on ECD. In partnership with the Rwanda Broadcasting Agency (RBA), Imbuto Foundation, National Early Childhood Development Programme (NECDP) and MIGEPROF as the lead Ministry, a weekly radio programme named Itetero is being produced and aired on Radio Rwanda once a week, with the repeated broadcast on the same week.

 

The first ever radio programme targeting young children and their parents is designed in an interactive, participatory way, to attract both children’s and parents’ attention. 

 

This weekly programme, created with and for children, takes a unique approach to stimulate children at young age to develop their cognitive, social, and emotional skills, while they follow the stories of animal drama and family drama in their native setting. Over 187 episodes have been developed and broadcast to date.

 

  1. Objective of the Consultancy

 

The technical support will help RBA and UNICEF’s CAP team to generate creative ideas and stories, which will guide the development of content for the next episodes of the Itetero radio programme.

 

The Institutional consultancy will organize and facilite two workshops to develop the main story-lines of the programme, bringing together the Content Advisory Committee (CAG) members and experienced drama writers, and compile all the ideas to develop rundowns for at least 104 skits of the programme (52 animal/children drama and 52 family drama). 

 

  1. Justification

     

The Itetero is the first ever radio programme for young children in Rwanda. It brings different talents together to produce a child-friendly content: drama, music, story telling, vox pops, etc. It requires different expertise ranging from drama writing, creating media content, conducting interviews with children and ECD expertise.  Some of the talents can be found within a range of stakeholders, including among the CAG members, RBA and UNICEF teams. The requested consultancy will ensure professional facilitation of the workshops, documenting of the discussions and bringing the range of skills and expertise together to produce participaotry content for children. 

 

 

 

  1. Key Responsibilities/Tasks

     

The institutional consultancy will undertake different tasks listed below to ensure the content for the Itetero progarmme is available for the period of 12 months:

 

  • Conduct literature review of available instruments on ECD and media for children, by children and with children.
  • Develop the agenda of two 5-day story-lining workshops (each workshop to result in creating content for the consecutive 6 months).
  • Identify the venue for the workshops in consultation with RBA and UNICEF.
  • Invite the workshops’ participants and follow-up on the invitation to ensure participation.
  • Manage all the workshops’ logistics, including organizing transportation to and from the workshops’ venues, facilitating Daily Subsistence Allowance (DSA) payments to the participants, provision of necessary stationery, equipment and secretarial services for the workshops.
  • Facilitate the workshops as per the agenda agreed upon with RBA and UNICEF.
  • Produce the workshops’ reports.
  • Write up to 104 skits (animal/children drama and family drama) of the Itetero programme (52 skits per workshop), collect and incorporate feedback from CAG members, revise and produce the final document after each of the workshops in Kinyarwanda and English languages.
  • Facilitate pre-testing of the skits’ content with the relevant group of children and parents/caregivers and provide the report of pre-testing findings for 104 skits in total.

     

  1. Reporting

     

The institutional consultancy will report directly to the C4D Specialist in UNICEF, with technical oversight of RBA as the main partner of the programme.

 

  1. Qualifications and Specialized Knowledge/Experience Required

     

The institution should fulfill the following requirements to compete for this assignment:

 

  • Availability of the team (two or more persons) of experienced radio drama writers with a track record of similar work;
  • At least three years of professional experience in drama, creative communications, media content development or any other related fields;
  • Proven experience in facilitating workshops;  
  • Proven experience in event management;
  • Experience in working with media, especially radio;
  • Knowledge of computer systems, Internet and various office applications;
  • Fluency in English and Kinyarwanda for the facilitators and writers.

  1. Payment Schedule

Payments will be made upon submission and endorsement of the report on key deliverables:

  • 20% on submission of the concept note for the 1st workshop;
  • 30% on receipt of the final story-lines integrating comments from the CAG members and pre-testing report;
  • 20% on submission of the concept note for the 2nd workshop;
  • 30% on receipt of the final story-lines integrating comments from the CAG members and pre-testing report.

A two-stage procedure shall be utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any financial proposal being compared. An 70/30 assessment model for the technical and financial proposals respectively will be adopted. Cumulative weighted average methodology will then be applied in determining the best value for money proposal.

Applications shall therefore contain the following required documentation:

  1. Technical Proposal: Consultancy institution should prepare a proposal based on the tasks and deliverables spelled out in these terms of reference. The technical proposal shall include information on the approach and methodology for undertaking the assignment. The proposal shall also include description of the previous experience of the institution relevant to the similar assignments. The technical proposal shall include the latest CVs of the proposed team members and two references from the customers about the similar work done in the past.

 

  1. b. Financial Proposal: Financial offer with the cost breakdown for each task shall be submitted in a separate file, clearly named “Financial proposal”. No financial information should be contained in the technical proposal, as this will lead to proposal cancellation.

  1. General Conditions: Procedures and Logistics

     

  • The Institutional consultancy will be required to use their own facilities: computers, office etc.   
  • The budget for the assignment will include transportation and DSA costs for the people involved in the workshops.
  • No contract may commence unless the contract is signed by both UNICEF and the institution.
