Terms of Reference (summary):

The purpose of the NTF V programme is to generate long-term socio-economic impact is the fifth in a series of programmes funded by The Netherlands and implemented by ITC in cooperation with the Dutch Centre for the Promotion of Imports from developing countries (CBI).

NTF V is a four-year partnership (July 2021- June 2025) signed by the Ministry of Foreign Affairs of The Netherlands and the ITC to support micro, small and medium-sized enterprises (MSMEs) in the digital technologies and agribusiness sectors.

The programme includes both sectors in Ethiopia, Ghana, Senegal, and the digital technologies sector in a multi-country project in Benin, Cote d'Ivoire, Mali and Uganda. As with previous NTF programmes, NTF V will be jointly implemented with CBI. NTF V follows on the successful NTF IV and NTF III programmes, and will track its results through real-time customer relationship management and active risk management data systems.

Pre-selection criteria that the applying companies should be able to fulfil:

  1. Demonstrated knowledge of and a strong record in designing and/or leading evaluations (including both qualitative and quantitative evaluation methods) of development projects/programmes within the past five years;
  2. Technical capability to carry out the work required for all the countries namely Senegal, Uganda, Ghana, Ethiopia, Côte d’Ivoire, Mali and Benin
  3. Experience in leading evaluations with the UN and knowledge of the UN and its reporting system would be an asset;
  4. Knowledge of the UN project operations, with technical competency in trade issues, particularly Aid for Trade; and/or in private sector development approaches
  5. Experience and knowledge in evaluating IT and IT-enabled services and agricultural value chain development;
  6. Knowledge of developing country economies particularly in Africa (knowledge of Senegal, Uganda, Ghana, Ethiopia, Côte d’Ivoire, Mali and Benin, and in-country experience in any of these countries would be an asset)
  7. Proficiency in English and excellent report writing skills, with the ability to write clear and concise analytical reports
