Wishes to invite you to submit a proposal for conducting:

Formulation of Strategic Result Framework for Rectangular Strategy Phase 4 and NSDP 2019-2023.

 

Purpose

The main purpose of the assignment is to develop a strategic result framework for rectangular strategy phase 4 and next National Strategic Development Plan (NSDP) 2019-2023.

Objectives:

The exercise has two main objectives:

  1. Review the current NSDP and Rectangular Strategy from a result-based management/planning and M&E perspective and proposed result framework based on the review
  2. Develop a clear sectoral and cross sectoral strategic result framework linking to Cambodia SDGs for rectangular strategy phase 4 that will be used to guide the formulation of the next NSDP, programme budget structure and performance measurement framework of the corresponding line ministries

Work Assignment/TOR

The institution will involve two main processes: desk review and consultation with relevant key line ministries. The desk review should involve reviewing the RS3, NSDP 2014-2018, key sector strategic plan, annual action plan and relevance of programme structure and indicator. The scope of this exercise will be on all sectors or on all dimensions of the RS3. 

Methodology:

This will be done in two phases. Phase 1, classification or grouping of the current NSDP indicators will be conducted, organizing them into different levels of results (impact and outcome indicators). Then, they will be used to review the alignment of programme structure and indicators of the line ministry to the NSDP and sector impact and outcome indicators. For this phase, it should be limited to desk review with limited consultation with key officials in relevant ministries. The focus will be on relevant line ministries in the social and economic sectors. For social sector, four key ministries should be involved in the process. Ministry of Education, Youth and Sports (MoEYS), Ministry of Health (MoH), Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) and Ministry of Rural Development.

 

Phase 2, it will take a holistic approach where SNEC will lead the relevant ministries who will be involved to develop clear sector and cross-sectoral strategic result frameworks with articulation of strategic interventions/programmes of each sector and cross cutting sector to achieve national result that will appear in the RS4 and NSDP. This phase will heavily utilize result based management (RBM) approach, logic model and theory of change and other approaches to ensure a complete result framework is developed.

Deliverables

The institution will deliver the following outputs:

Phase 1 output:

Draft strategic result framework building on existing information in the NSDP 2014-2018 and relevant sector plan such as indicators, strategic objectives and interventions. The framework should give clear structure/articulation of result to serve as inputs for the formulation of the rectangular strategy phase 4.

Phase 2 output:

Sectoral and cross sectoral strategic result framework for all sectors fully developed in consultation with relevant ministries for the formulation of the next NSDP and sectoral and cross sectoral plan, linking with the new CSDGs. The framework in the NSDP will then be used to guide the formulation of programme structure and indicator of line ministry.
