SHORT TERM CONSULTANCY (STC)/MVP TO PROVIDE TECHNICAL SUPPORT TO NATIONAL CENTER FOR PARASITOLOGY ENTOMOLOGY AND MALARIA CONTROL IN CAMBODIA
BACKGROUND
Cambodia has made substantial progress in diminishing the malaria burden since the beginning of the millennium, with a steady decline recorded in the reported number of malaria cases, both confirmed and clinically diagnosed. This can be attributed to the successes of the NMP and the increased coverage of malaria control interventions implemented through the NSP 2011-2025.
Leading interventions have had the most significant impact on P. falciparum in reducing incidence to such low levels that interruption of transmission has occurred in a number of provinces and elimination of P. falciparum is now a realistic objective for the country as a whole to achieve over the next two years. Currently 13 malaria-endemic ODs have an annual parasite incidence (API) <1 per 1,000 (2018).
The MEAF 2016-2020 was developed in 2015 by CNM through numerous consultations with malaria focal points from PHDs and ODs, other departments within the MOH, and technical, implementing and development partners. The MEAF outlines a stratified, phased approach to achieving zero deaths and the elimination of P. falciparum by 2020 as part of a longer-term goal of eliminating all malaria species by 2025.
Malaria Programme Review (MPR) had been conducted from 01 to 18 July 2019 by the Cambodia National Centre for Parasitology, Entomology and Malaria control (CNM) together with a team from the World Health Organization (WHO) and other partners. The period under review and is on track to meet its vision of a Cambodia free of all forms of malaria by 2025 and the interim target of eliminating Plasmodium falciparum (P. falciparum) within two years. The strong and continued commitment and substantial investments of the Government of Cambodia and programme partners has made this possible. There are, however, challenges remaining if the vision is to be achieved. P. falciparum is now at historically low levels and is primary confined to difficult to reach forest areas, which will require innovative, targeted expansion of outreach services to forest goers and mobile migrant populations (MMP) at risk. P. vivax is now the dominant malaria species and will require the rollout of primaquine as a radical cure to eliminate the dormant liver stage malaria parasites from the 80 percent of all P. vivax cases that are thought to be due to relapse. The threat of artemisinin combination therapy (ACT) resistant malaria requires the country to remain vigilant and sustain strong surveillance to detect, rapidly investigate and respond to all malaria cases including follow-up to detect possible resistance and treatment failure.
With both the current grant RAI2E 2018-2019 and MEAF 2016-2020 are going to end by Dec 2020, there is an urgent need to develop new strategic plan for Malaria Elimination Action Framework (MEAF) 2021-2025 and new proposal to submit for GF-ATM 2021-2023.
Given the findings and recommendations of this report, policymakers, decision makers, programme implementers and development partners are all urged to support the intensification of programme interventions to reach all forest goers and MMPs in order to achieve elimination of P. falciparum within two years and to rollout the radical cure for P. vivax malaria nationwide as a necessary prerequisite to eventually eliminating all forms of malaria in Cambodia by 2025.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
The World Health Organization (WHO) would like to recruit an experienced and dynamic consultant to provide technical support to National Centre for Parasitology, Entomology and Malaria control (CNM) in Cambodia. During working period consultant work closely Team Leader of Communicable Disease, country office, MVP Unit Division of Communicable Diseases World Health Organization, Regional Office for the Western Pacific, and National Centre for Parasitology, Entomology and Malaria control (CNM) to achieve the following expected outputs.

Work to be performed
- Description of activities to be carried out:
Collaborates with the Team Leader of Communicable Disease/ MVP team in Country office, WHO Head Quarter and Western Pacific Region (WPRO), National Centre for Parasitology, Entomology and Malaria control (CNM) and key stake holders, consultant will:
- Technical support to organise consultation meeting with all partners for new NSP 2021-2025 development
- To support CNM to redact National Strategic Plan for malaria elimination 2021-2025 in line with the national strategic plan for malaria elimination 2011-2025, WHO's Global Strategies for malaria elimination 2015-2030 and findings recommendation;
- Dissemination of draft NSP 2021-2025

QUALIFICATIONS & EXPERIENCE
EDUCATION
- Essential: University degree in medicine from a recognized institution and post-graduate degree in public health and Malaria programmes.
- Desirable: post graduate diploma or course in management or strategic planning in public health.
EXPERIENCE
- Essential: Minimum of 10 years of experience in public health, especially experience in malaria control and elimination programme.
- Desirable: Work experience in public health in developing countries, experience in planning, developing and evaluating malaria programmes
TECHNICAL SKILLS & KNOWLEDGE
Thorough knowledge of the principles, practices, methodology and techniques in public health, including knowledge of Malaria prevention, control interventions and elimination
Skills in the management of Malaria programmes
Experiences in development of national strategic plans for Malaria control and elimination, operational research related to Malaria.
