Description
The United Nations Office for Project Services (UNOPS) supports the Coopérative d’Électricité de l’Arrondissement des Coteaux (CEAC) in the re-construction and upgrade of an electrical mini-grid including the upgrade of the power generation system.
The electrical mini-grid extends to three rural municipalities in the South Department of Haiti namely Côteaux, Roche-a-Bateau and Port-a-Piment. The power station is operated and maintened by the local technical team of CEAC.
Current power generation is supplied at 90 % by diesel generators with the rest being supplied by Solar PV. This results in high operating costs and environmental impact.
UNOPS intends to upgrade the power generation system, integrating a Battery Energy Storage System (BESS). The Project includes but is not limited to engineering design, installation, testing, commissioning, CEAC personnel training, start-up and performance verification.

New clarification added: Question#5: Could you please confirm that item 14 of Form F refers to replacement of components within project lifetime (15 years), and this is what will be included in TCO calculation. Whereas disposal of batteries at the end of lifetime (after the 15 years) shall be quoted as an option, as stated in doc "Section II Schedule of Requirements", page 14 paragraph 14.Answer#5: Yes, Cost of all parts which have to be replaced during 15 years Lifetime will be included into the TCO calculation. And Yes the disposal cost is optional and it will not be included into TCO.AMENDMENT - ATTACHMENT: As such, Form F will soon be amended to include a line for the disposal as an option. Please consider the revised Form F when submitting your Proposal.Question#6: Could you please confirm that the BESS output at 33.3 kV can be connected to the existing MV Busbar?Answer#6: No, the high voltages for both solar PV and generator transformers are L-N 13.3kV and L-L 23.3kV.AMENDMENT - ATTACHMENT: The Single Line Diagram of CEAC power plant will soon be provided as an attachment accordingly.Question#7: In document "Section IV Returnable bidding form" (page 16) a timeline between 7 and 10 months is mentioned, but in document "Section II Schedule of requirements" (page 5) it is requested for the plant to be fully operational from Nov 30th 2019, so after only 4 months from project award. Could you please clarify?Answer#7: The bidder shall present their own implementation schedule, which must be less than 10 months and ideally would be within 7 months of contract award. Question#8: is there LV connection available for feed the BESS auxiliaries (in the range of 15 KVA)?Answer#8: Yes, it might be covered either by solar PV or generator. It will be the duty of the bidder to offer a control system which would govern the solar PV or generator to enable this LV connection. Question#9: Will the maintenance (included in the TCO calculation) be contractualized now for 15 years (resulting in a dedicated purchase order), or will you renew the maintenance contract every "x" years, with renegotiation of conditions?Answer#9: The bidder should offer a fixed price for 10 and 15 years and a variable rate for 6 -15 years or more. Question#10: Could you please confirm that all necessary permits will be obtained by CEAC and Vendor will only need to comply with local regulations and prepare the requested documentation, but not be responsible to drive discussion with local authorities to obtain the permits.Answer#10: Correct – Approvals are the responsibility of the asset owner CEAC. Question#11: Hereby we ask if it's possible to have one week extension of the deadline to submit the bid.Answer#11: That point was studied and taken into consideration.AMENDMENT - DEADLINE EXTENSION: Please note that the tender will soon be extended until June 20th 2019 accordingly.

New clarification added: Question#1: Security - is security of personnel and equipment being provided by UNOPS, or do we need to provide our own private security? Being that Haiti is rated as a level 4: do not travel by the US State Department, security is a primary concern for our team.Answer#1: The Contractor is responsible of its own safety and security (personnel and equipment). However, as UN has a security information system that allow to monitoring activities in the field. Such security information may be shared with the Contractor. On the other hand, CEAC site is located in a calm zone in the South of Haiti. Once all the equipment and materials will be shipped to CEAC site, the installation can be done in a relatively safe condition.Question#2: What is the system voltage currently, and what will it be when the additional solar panels and generators are added?Answer#2: For each Generator: the output is connected in Delta to the secondary of a transformer at 480 volts AC. The primary voltage is 13.3 kV single-phase or 23.0 kV 3-phase. The power of each single-phase transformer is 100 KVA. For each array of 2x (4x7) Solar panel: the output is at 24 volts DC. An inverter converts this voltage to 240 volts AC. This voltage is connected to the secondary of a transformer at 240 volts single phase. The primary voltage is 13.3 kV. The power of this single-phase transformer is 25 KVA. All other information are given in the various "name plates" (see documents provided) so Offeror may provide their proposal. Question#3: We intend to use Kilowatt Labs systems for this installation, which are not led acid or lithium chemistry. They have completed projects for the UN in Africa using their proprietary systems. Given that these systems do not apply to the battery standards outline in the schedule of requirements (IEC 62619, UL1642, UN38.3) we are happy to provide information on the safety and efficacy of the system. Will that suffice? Answer#3: Unfortunately, we’re looking for the technologies mentioned in the requests. Question#4: Are we allowed to change portions of the bill of goods and scope of work after the site visit? Prior to a site visit we have to estimate for all of the possible scenarios, but after the visit we will have a clear understanding of the scope of work, and can fine tune the approach. Answer#4: No. The bill of goods cannot be changed once the process in closed. If you need more information on the site or other necessary information, please ask for more clarifications.

New clarification added: Question: Could you please clarify if the project INCOTERMS are DAP or DDP?Answer: Incoterms for this tender is "DAP Coteaux, HAITI Delivery (transported, unloaded and assembled/installed in Coteaux, HAITI)." UNOPS will provide franchise letter to winning Offeror/Bidder.

New clarification added: Question #1: is the bid considered valid if we don't quote all the lots? Are there any preferred lots?Answer#1: As per Bid Particulars section:"Partial proposals: Offerors shall be allowed to quote prices for one or more lots identified in this tender. However, offerors must offer 100 % of the items specified for each lot and to 100% of the quantities specified for each item of a lot. Evaluation will be done per lot." As such, you may quote for any of the lots. UNOPS will award the market to the Offeror preseintng the best solution to UNOPS for any of the 4 lots using the Cumulative evalaution methodology and based on the Total COst of Ownership (TCO) approach.
