HANDBOOK “MAINSTREAMING MIGRATION IN DEVELOPMENT PLANNING”
 
 
BACKGROUND
 
The Handbook on Mainstreaming Migration in Development Planning is a joint initiative by the United Nations Development Programme (UNDP), the United Nations Children’s Fund (UNICEF), the International Labour Organization (ILO), and the International Organization for Migration. The handbook aims to guide governments and their partners through the process of systematically integrating migration into development planning. It aims to give comprehensive coverage to the issue of migration and development (M&D) and to provide practical ideas and suggestions throughout to help the mainstreaming process. The focus is primarily on national development planning (rather than regional plans) and on international (rather than internal) migration. The handbook does not prescribe a uniform policy or programme, but rather provides guidance, ideas and suggestions so that countries can tailor-make a migration and development approach which suits their context. As a first attempt in charting a path towards mainstreaming migration in development planning, the handbook gives priority to the main decision-making structures on development which are at national level and to known trends and linkages between migration and development at international level. Nonetheless, the ideas and methods proposed may act as an inspiration and be adapted to address emerging migration and development issues as they arise.
 
The primary target audiences for the handbook are those interested in or responsible for facilitating a mainstreaming migration strategy. This will include government officials from different departments (e.g. ministries of labour, migration, health, local authorities) as well as officials from international, regional, national organizations who are supporting this process (UN agencies, donors, private sector, civil society, academia). The handbook can act as a step-by-step guide for those most closely involved in directing the mainstreaming process. The background information and resources included in the handbook can also be used for more general teaching and learning on Migration and Development (M&D) issues by other stakeholders.
 
The handbook comprises two main parts:
 
I. Process for mainstreaming migration into development – This section describes the institutional structures and policy frameworks which need to be put in place and how migration can be integrated at different levels of the development planning cycle. This section will be of use for all those interested in embarking on a mainstreaming migration process.
 
II. Compilation of Migration and Development Programme Experiences – This section provides a compilation of programme ideas showing how migration can be used to benefit development in a practical way, through programmes, interventions and projects. This section is intended to be a reference section prompting ideas and providing inspiration for action. It is organized into two sections:
 
-    Specialised programmes - this section maps out targeted M&D activities drawing from experiences and examples round the world.
 
-    Sectoral programmes – this section discusses various development planning sectors such as health and education, and shows how M&D relates to these sectors and what kind of interventions might be carried out.
 
The Annexes contain supplemental reference material and are organized into the following parts:
 
a) Annex A – Acronyms and Glossary
b) Annex B – List of International Organizations working on the issue of migration
c) Annex C – Tools and Checklists – This annex contains multiple tools that can be used for implementing a mainstreaming migration strategy.
d) Annex D – Background reading on migration and development – This annex includes papers on general issues in international migration and development.
