BACKGROUND

The National Department of Health and Social Affairs (DHSA) of the Federated States of Micronesia has been trying  to develop electronic health record system as part of health management information system (HMIS) / Electronic Health Record (EHR) and they requested WHO’s technical assistance to further elaborate their work.
WHO-CLO/FSM discussed the ToR requested by DHSA with IT/WPRO and drafted the agreement of performance document.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

This contract is to support the Department of Health and Social Affairs to develop health management information system platform, develop training materials and manuals and train related staff members in the department.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

- Discuss ideas and ways to resolve issues through consulting the government staff, CLO and IT/WPRO and work with staff in various program to understand the process and collect data whenever necessary.

- Organize the training workshops for the Department of Health and Social Affairs officials to carry out the implementation of electronic health information platform and methodology of data collection and analysis.

 

METHODS TO CARRY OUT THE ACTIVITY

- Complete the ongoing health information system platform (Phase 1) and prepare and development Phase 2 platform with IT staff in the DHSA.

- Introduce the use of biometrics in the hospital information system and link it to the outreach service or service delivered in dispensaries for the continuum of health care for individuals

- Share the programming work load by split the work and assist to complete Phase 2 in a set time frame along with all required reports

 

Output/s

In collaboration with WHO Country Liaison Office for FSM / DHSA, the contractor will:

1)      Work-plan for the duration of the consultancy

2)      Progress and final reports

3)      Training report for the system users and administrators

4)      System manual

 

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential:  

Advanced University level in Computer Science/Information Systems Management, or any other relevant field

EXPERIENCE

Essential:

More than 5 years’ practical professional work experience in the ICT field and developing, designing and administering Database Systems and visualization platforms. Extensive work experience on developing data systems linking various sources through interoperability

TECHNICAL SKILLS & KNOWLEDGE

1) (MUST)- Proficient in PHP programming language with mysql databases integration and have develop database systems in the past.

2) (MUST)- Good understanding of jQuery, java scripting, HTML, CSS and bootstrap technology

3) (MUST)-Good understanding and interpretation of data and can format, export to and import from various sources

4) (Desirable)-Take initiative and willingness to share ideas.

5) (Desirable)-Good communication and data collection skills.

6) (Desirable)-Familiarity with open source technology

LANGUAGES

Fluency in written and spoken English is essential.

ADDITIONAL INFORMATION:

Place of assignment - Office of Department of Health and Social Affairs, Palikir, Pohnpei State, Federated States of Micronesia

Timeline/Duration of assignment - The duration for the assignment is from March 1, 2019 to June 2 28,019, with 86 working days:

  1. Completion of ongoing programming project by 30 June 2019
  2. Training on implementation on data collection/analysis/platform demonstration by 28 April 2019
  3. Submit the final report  by 30 June 2019

Deliverable(s) to be submitted during and after the period of the assignment including manner of delivery and payment:

 20% upon signing the contract

 40% upon submission of the progress report: 28 April 2019

 40% upon submission of the final report, training report and the system manual: 
30 June 2019
