Strengthening Health Information System in Fiji: Development of the the Mental Health Module of PATISPlus
Purpose of the contract
Working closely with the Fiji Ministry of Health and Medical Services (MoHMS) and the WHO Pacific Health Systems and Policy team, the contractor will contribute to strengthening the national health information system of Fiji. Primary objective is to support the MoHMS to implement the prioritised and agreed changes to the Mental Health Module of PATISPlus.
Background
PATISplus stands for Fiji Patient information system which is intranet based electronic medical record (EMR). It includes patient administration, details on medication, admissions and discharge but it also includes integrated, multiple clinical module structures, which support of processing, monitoring and reporting of health statistics within Fijian government network. The clinical features in the EMR modules include among others pregnancy, mental and oral health, radiology, physical therapy, surgery and theatre, laboratory and pharmacy.

In collaboration with the Fiji MoHMS and the WHO Pacific Health Systems and Policy team, the consultant will provide technical support MoHMS to implement the prioritised and agreed changes to the Mental Health Module of PATISPlus. Specifically, the contractor will undertake the following:
- Work with Product Manager PATISPlus and mental health staff, including Mental Health Advisor from WHO on finalizing the mental health module scoping document with recommendations from stakeholders such as National Advisors, other end users, data providers and IT staff;
- During the field visit, conduct a stakeholder meeting to discuss about the module content and collect relevant feedback;
- Work with community mental health team to incorporate their requirements on to the project scope document to streamline aggregate data collection and report generation;
- Work with Mental Health Advisor and clinical staffs to incorporate their respective business case scenarios in the scoping document;
- Work with Product Manager PATISPlus to develop a project plan for implementation including a timeframe and roles and responsibilities for MoHMS staff;
- Together with Product Manager of PATISPlus, carry out the analysis and design for the implementation of the new module as well as interrelated changes to the existing modules in PATISPlus;
- Work with Systems Analyst CMRIS to incorporate any changes to be done on CMRIS;
- Prepare test scripts for testing and bug fixing. Develop options analysis and recommendations; and
- Support Product Manager PATISPlus to prepare training scenarios to be included in the training manuals and provide recommendations for changes to the manual.
Specific requirements
Education required: Minimum of master’s degree on public health, health informatics, epidemiology or medical doctor/nurse with training in any of the topics
Experience required: At least 7 years of working experience, including international work experience, in electronical medical record development with specialisation in developing specialized clinical modules. Experience working in one or more Pacific islands to strengthen their health information system would be a strong asset.
- Skills / Technical skills and knowledge: Extensive knowledge and experience in developing clinical modules for electronic health information systems. Strong ability to conduct training in low and middle-income countries would be an asset.

Home country and Suva, Fiji.
Timeline/Duration of assignment
The duration for of the assignment is approximately 18 working days between 15th February and 15th March 2018, depending on needs of the Ministry of Health. Proposal should include proposed activities and draft schedule for the Ministry’s consideration.

Detailed cost breakdown
Contract type is Agreement for Performance of Work (APW). The costing should be broken down by the number of training courses, details of fixed remuneration for work, air fees, per-diems and other costs.
