Consultancy to support building climate resilient health systems at the community level for Kiribati and Tuvalu
Purpose of the contract
Closely working with the Pacific Health Systems and Policy (PHS) team, Division of Pacific Technical Support, WHO, the contractor is to deliver technical inputs to support building climate resilient health systems at the community level for Kiribati and Tuvalu.
Background
With funding support from KOICA (Korea International Cooperation Agency), WHO Pacific Health Systems and Policy team coordinates a programme titled “Building Climate Resilient Health Systems at the community level” for South Tarawa, Kiribati and Tuvalu for two years from 2018. The programme is to contribute to strengthening primary health care facilities and human resources with community engagement towards climate resilience. Climate resilient health systems have been addressed as a particular focus in advancing Universal Health Coverage in the Pacific countries and areas.
WHO has published “Operational Framework for Building Climate Resilient Health Systems” which guides health programmes aiming to enhance climate resiliency in strengthening health systems with three pillars that guiding health professionals through a resilience approach; identifying health functions to be strengthened; and supporting health decision makers. Building climate resilient health systems has been addressed as a key to advancing UHC for Small Island Developing States. In order to do that, WHO engages a wide range of stakeholders to this issue.
In line with globally addressed issues on health system strengthening, this programme is requested to demonstrate practical examples on how to effectively support health systems with community engagement towards climate resilience. The programme consists of three activity components: improving functions of primary health care for climate resilience; facilitating community participations and actions towards climate resilient health systems and supporting ministries of health in enhancing planning and managerial capacity. In coordinating the activities planned in the programme, the consultancy will be tasked to provide technical inputs to: strengthening primary health systems; and facilitating community engagement in building climate resilient health systems.
Work to be performed
Method(s) to carry out the activity
In order to deliver technical inputs, the consultancy will have to adopt a two-pronged approach: (1) the health policy and systems research methodology to map out the existing climate finance architecture of the health sector; and (2) interviews with policymakers and stakeholders who have successfully utilized climate finance for health.
The consultant will be:
- Staying in Suva, Fiji and work in WHO Division of Pacific Technical Support in Suva, Fiji, from 1 February 2018 to 31 December 2018;
- Advised and supervised by Team Coordinator of PHS/DPS;
- Provide by WHO with the standard secretarial services to the consultant, including a shared workspace and IT support for the consultant to access the Internet and WHO email system;
- Supported by the relevant technical officers (including NPOs and SSAs) of WHO in accessing and collecting data and information from WHO country offices, officials of health ministries of Kiribati and Tuvalu;
- Supporting the building climate resilient health systems at the community level for Kiribati and Tuvalu project; and
- Engaged in any other works for health system strengthening of PHS/DPS.
Outputs
Output 1: Technical assistance on the situation analysis and strategic direction of enhancing the capability of primary health care facilities
Deliverable 1.1: Reports on current situation and gaps in capability of primary health care facilities in South Tarawa, Kiribati and Tuvalu
Deliverable 1.2: Reports on how primary health services are defined in national health strategic plans and role delineation policy
Deliverable 1.3: Reports on gaps in essential equipment in health facilities in the project site and a procurement plan with a proper time frame to provide essential equipment
Output 2: Technical assistance on enhancing clinical and preventive capability of health workers and environmental health officers
Deliverable 2.1: Reports based on existing information and interviews with health workers, environmental health officers and policy makers on what gaps exist in enhancing the capability and how to deliver proper training programmes to close the gaps
Deliverable 2.2: Reports on strategies to strengthen the capability of health workers and environmental health officers
Output 3: Technical assistance on strengthening community engagement on building climate resilient health systems
Deliverable 2.1: Situational analyses looking at how communities are engaged in addressing health issues in line with climate change
Deliverable 2.2: Detailed implementation plans to provide technical support to increase community engagement with identified gaps and priorities from the situational analyses

Specific requirements
- Education required: Medical degree with at least master’s degree in public health
- Experience required: At least five years of working experience in public health sector, including more than three years of international work experience in above areas. Experience working in Pacific islands countries would be an asset.
- Language requirements: Written and spoken fluency in English is essential.

Place of assignment
The consultant is expected to perform her/his work in Fiji from 1 February 2018 until 31 December 2018. Those who residing out of Fiji should deal with the visa requirement issues as necessary for the travel into and out of Fiji.
Medical clearance
The consultant will be expected to provide a medical certificate of fitness for work.
All travel arrangements will be made by the consultant who offers services with nil remuneration.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
