New clarification added: The Site Inspection and Clarification Meeting (hereinafter the “Meeting”) was conducted on 20 September 2017, as per tender with the following personnel in attendance:a) Ben Giovanni S. MILLIEN, Procurement and Contract Officer, UNOPSb) Jacques Junior ALCIDE, Site Engineer, UNOPSc) Lyma BONEL, Division Inspector for the Coast Guard, Eng., HPN- Also in attendance, were ten (10) potential Bidders both national and international firms duly represented by twelve (12) individuals. As stated in the tender, both Site Inspection and Clarification Meeting were mandatory, as such only firms that are represented at the current Meeting may submit their offer.- The Site Inspection started and Jacques A. provided a general overview (background information) and an overall understanding of the site so as to ensure that all the potential Bidders were familiarized with the site and any linked technical aspect as posted on the new UNOPS eSourcing platform. Lyma B. also provided some site related information related to the works on the site.- Immediately after the Site Inspection, the Clarification Meeting started with Ben Giovanni M explaining the procurement process including the administrative and financial components as well as linked documents (design and plans) forming part of the tender based on the eSourcing platform.- It was stressed that potential Bidders having queries must to log into the eSourcing platform to submit them as everything linked to the tender will be done through the eSourcing platform.- The potential Bidders did not have any technical questions during the Meeting and as such confirm having understood the context of the project as presented. Following the Meeting, the Minutes containing Responses to requests for clarification (as applicable) shall be posted through the UNOPS eSourcing system.

New clarification added: Due to the early receipt of the documents and Attendance to the site visit is mandatory, in order to express the interest of our company to participate in this process, is it possible to postpone the site visit or to carry out a second visit?ANSWER: No change at this time. The visit is still maintained at the same date and times communicated.

New clarification added: Please consider additional time for proposal submission due to the weather impact of hurricanes to Haiti, in addition threats of strikes within the country impact the ability for the office to be open and obtain qoutes from local suppliers.ANSWER: No change at this time. Weather and (threat of) strikes are not yet good reasons to change the submission deadline. Should the weather and strikes actually interfere, UNOPS may then proceed with an take appropriate action.

New clarification added: Hurricane Maria is expected to impact the country of Haiti during the dates of the scheduled site visits, please reconsider another date for site visits due to this inclement weather condition. ANSWER: Hurricane Maria is expected to arrive early on Friday 22 September 2017 in the afternoon. As such, No changes can be considered.
