Description
1.Project Description 

Mongolia’s greenhouse gas (GHG) mitigation policy is primarily directed towards substituting burning coal by more environmentally friendly technologies. At the same time, it is focusing on the efficient use of the electricity and heat produced from coal burning, in particular through the use of energy efficient appliances and equipment and on reducing heat losses in buildings. While the use of renewable energy sources for electricity and for heat supply is also a relevant GHG reduction strategy for the country, number of related interventions is limited at the moment. In this context, the Government of Mongolia recognizes Nationally Appropriate Mitigation Actions (NAMA) as a comprehensive instrument to translate the short and medium term targets into action by outlining the means and action to implement them. Identifying appropriate mitigation actions in the building sector and analyzing possible means to finance them can help the Government catalyze national and international support and finance to achieve effective and transformational GHG reductions from the building sector while simultaneously achieving sustainable development targets.  

 

Currently the GHG savings and the cost-benefits of low carbon interventions in the building sector are not systematically quantified in Mongolia and their benefits remain unclear and done on ad-hoc basis. In order to fill these gaps, the development of a robust and transparent framework for energy end-use in the building sector along with establishing national baselines, prioritization of mitigation actions in the building sector on the basis of Marginal Abatement Cost Curves (MACCs) and an Inventory & MRV system, supported with strong governance and oversight is needed. The framework will systematically quantify GHG savings and benefits of the mitigation interventions in the building sector. Furthermore, such a framework will open up new opportunities to access regional and international climate funding (e.g. Green Climate Fund) for low carbon interventions in the building sector. In order to achieve this, UNDP supports developing a GEF-funded project - to establish the building sector mitigation actions framework and to carry out pilot initiatives to test out low carbon interventions in the building sector.

 

Based on the above strategic considerations, the Project will focus on three major components as follows:

  • Component 1. Establishment of baseline energy consumption and greenhouse gas emission in the building sector
  • Component 2. Development and implementation of appropriate mitigation actions in the building sector
  • Component 3. Measurement, Reporting and Verification (MRV) system for NAMA in the building sector

For the above purpose, the project is ready to contract an International expert consultancy company on GHG inventory, EE financing and MACC and MRV systems in relation to the building sector (hereinafter termed as the “Consultancy Company”) to carry out the scope of work as hereinafter defined (as the “Assignment”).
